GAD's 3 circulars on streamlining RTI Act in 2015 thrown into dustbin… | From CM's Sectt to GAD itself, all deptts fail to implement directions | | Early Times Report Jammu, Sept 17: PDP-BJP alliance government has made mockery of its own circulars, at least three of them in series issued this year by General Administration Department with regard to streamlining the system of RTIs pouring in from various quarters. From Chief Minister's Secretariat to almost all departments of the government including Law Department, state legislature and even GAD itself has thrown to winds and ignored what was sought to be implemented through these circulars, deflating the claims of the Mufti Mohammad Sayeed led government on transparency and corruption free governance. The government has neither been able to ensure display of RTI details on websites nor is the much claimed online system in place as yet. Sources said while there is no denying the fact that it was during previous coalition government led by Mufti Mohammad Sayeed that J&K became the first state to enact RTI Act much ahead of the Centre, not much has been achieved so far its implementation level during the present dispensation, no matter one of the partners remain the pioneers of bringing about the legislation way back in the year 2004. Notwithstanding the fact that it was during the tenure of Ghulam Nabi Azad as Chief Minister that the state Act was brought at par with Central Act, yet no forward leap was seen thereafter, making the Act virtually meaningless for the state, sources said. However, when PDP-BJP government took over the reins of the government this year, hopes rekindled once again for its implementation only to be dashed at the government departments from highest level to all the departments which are all in defiant mood to implement the circulars in letter and spirit envisaging that they should update their websites with all details related to RTIs and nature of applications besides the replies given response to queries. Even Chief Information Commissioner of the state had asked the departments to give voluntary disclosures of these details on their respective websites but no heed has been paid to the direction by any of the departments, sources further said. In October 2014, the Government of India too directed not only its ministries but also the state governments for suo moto display of RTI applications and response thereof on their websites, sources said adding that this direction has been thrown into dustbin. This direction was meant to prevent what was projected by some departments as blackmailing on part of RTI applicants as also to reduce the burden of authorities in repeating the same information to as many applicants, sources said. On the contrary, various departments in the state, mainly those dealing in engineering and construction works are resorting to practices of having some kind of settings and understanding with those seeking information in backchannel arrangements, a system which is defeating the purpose of RTI Act in a discreet manner, sources said. While the websites have become mere show pieces, majority of PIOs have developed a system of delaying the replies deliberately, either to hide or dilute the information, sources added. |
