After tie, J&K recommends both capital cities for smart city, got none : DyCM | | | Early Times Report SRINAGAR, Oct 7: After there was A tie between two capital cities of Jammu and Srinagar, the Jammu and Kashmir government has recommended inclusion of both the cities for Smart Cities, Deputy Chief Minister Dr Nirmal Singh said today. However, no city of the state figured in the list of cities and towns selected for Smart City by the Centre. In a written reply in the Legislative Council (LC), to a question by Ali Mohammad Dar that why the state had failed in persuading the Centre for inclusion of any city in the smart plan, Dr Singh said a letter was received from secretary, GoI ministry of Urban Development on June 8 in which it was asked to forward nomination of cities/towns for inclusion in the Smart City Mission (SCM). He said accordingly the state government through an order issued on July 8 constituted a High Power Steering Committee headed by Chief Secretary for implementation of SCM in the state. However, Jammu and Srinagar cities were shortlisted and both the cities got equal scores of 45. He said as there was a tie, it was unanimously decided that the state government would recommend both the cities for inclusion in the SCM. Accordingly the government has submitted the proposal to the Centre for its consideration on August 6. The proposal said that Srinagar city has a population of Rs 12.73 lakh while Jammu Rs 6.51 lakh. As per the points secured by the cities in increase over census 201 or Swachh Bharat baseline on number of household sanitary latrines both secured ten points out of ten. With regard to making operable online grievance redressal system with response being sent back to complainant, Jammu secured five out of five while Srinagar got zero. To further questions about when first monthly e-newsletter was published, electronically place project wise municipal budget expenditure information for the past two financial years on website and levy of compensatory penalty for delay in service delivery both the cities got zero out of five points each. In collection of internally generated revenue during the last three years, Jammu got Zero while Srinagar secured ten out of ten points. Both the cities got full five points in payment of salaries by Urban Local Bodies upto last month, and audit account for financial year 2012-13. Again both the cities got Zero in percentage contribution of tax revenue, fees and user charges, rents and other revenue resources and percentage of establishment and maintenance cost of water supply. Howeve, both secured ten full points in percentage contribution of internal revenue sources (self generated) used for capital works during financial year 2014-15 and they secured five points each out of ten in percentage of city level JNNURM reforms achieved. Jammu got five out of ten points in percentage of completion of projects sanctioned upto March 2012 under JNNURM while Srinagar secured Zero. |
