Cabinet constitutes CSC to implement NFSA in JK | | | Early Times Report
Jammu, Nov 19: The Cabinet which met here today under the Chairmanship of Chief Minister, Mufti Muhammad Sayeed gave nod to the constitution of a Sub-Committee of the Cabinet to examine the implementation of the National Food Security Act 2013 in the State. The Sub Committee comprising Deputy Chief Minister as Convenor and Minister for CAPD and Minister for Finance, Labour & Employment and Culture as members shall submit its recommendations by 25th of November 2015. In another decision, the Cabinet constituted a Sub Committee to examine the Rehabilitation and Resettlement Plan for the Project Affected Families (PAF) of the 330 MW Kishanganga Hydro Electric Project in District Bandipora. The Sub-committee comprising Deputy Chief Minister as Convenor, Minister for Revenue, Minister for Forest and Social Welfare, Minister for Relief and Rehabilitation, Minister for Finance and Labour & Employment and Culture as members shall submit the recommendations by 25th November 2015. The Cabinet also decided that the Relief and Rehabilitation department shall frame and finalize a general draft Rehabilitation and Resettlement Policy within a month and place it before the Cabinet for approval. In another decision, the Cabinet approved the proposal regarding reallocation and re-alignment of Houseboats in Dal Lake. The project worth Rs 29.50 crore has been prepared to ensure scientific disposal of the sewage generated by the houseboats and decongest significant water expanse covered by the houseboats. The components of the project include sewerage system, water supply, arrangement/walkways/aligning of house boats along the periphery of land mass, landscaping electric/lighting system etc. The Cabinet also accorded sanction to the establishment of Sub Treasury at Panchari in district Udhampur. Approves promotion of Jain, Vyas to fixed scale The Cabinet approved the promotion of Pramod Jain to the fixed scale of IAS (Rs 80,000) from the date he returns to the cadre and promotion of B B Vyas to the fixed scale of IAS (Rs 80,000) from 1st January 2016. The Cabinet also accorded sanction to the temporary upgradation of 17 posts of Dy SPs as Superintendents of Police. Cabinet discusses PM's Rs 80000 cr Reconstruction Plan for JK The Cabinet discussed the Reconstruction Plan for J&K amounting to Rs 80068 Crore announced by the Prime Minister on 7th November, 2015. The Reconstruction Plan covers sectors like humanitarian relief, crisis management, social infrastructure, development projects and economic infrastructure aimed at expanding the economic infrastructure and basic services, providing thrust to employment and income generation and providing relief and rehabilitation to the victims of September 2014 floods and to strengthen the Disaster Management framework of the state. The Reconstruction Plan also seeks to strengthen the economic and social infrastructure and provide for the balanced development of the three regions of the state. The Cabinet decided that a mechanism would be worked out to monitor and implement the Reconstruction Plan effectively. Law Deptt to process advancement of budget session The Cabinet decided that Department of Law, Justice and Parliamentary Affairs shall, as per the provisions of the State Constitution, process the matter regarding advancement of Budget Session of the State Legislature. The Cabinet approved the proposal that the Budget allocation for the 50% of the amount under each head including CAPEX would be released by the end of February or 1st week of March to enable the line departments to make adequate preparation in advance and commence expenditure from 1st April. The Cabinet also approved that the District Development Board meetings would be held, not later than last week of March, to finalize the developmental plan of each district,. The Cabinet decided that the mid-term Budget review would be presented in the summer session to be held around mid August every year and the Law Department would take a call, as per the State Constitution, for its extension by 10 days to allow discussions and voting on midyear/revised budget. The Cabinet also decided that the economic survey containing complete facts and figures for the last financial year would be presented in the summer session of the legislature for discussion. |
