Mian Altaf in soup for misusing funds, backdoor appointments | SAC issues notice through SSP Jammu for filing response | | Akshay Azad Early Times Report Jammu, Nov 19: Minister for Forests, Environment and Ecology in the previous National Conference-Congress coalition Government Mian Altaf is in trouble as State Accountability has issued a notice to him through Senior Superintendent of Police Jammu for filing a response against a complaint filed by RTI activist. The SAC has issued notice through SSP to former Minister, in response to a complaint filed against Minister by Dr. Rehmatullah Khora, after it was prima facie established that the then Minister in connivance with the then Managing Director Jammu & Kashmir State Forest Corporation had appointed 38 blue eyed persons through backdoor channels, instead of providing training in Khatamband traders. According to the documents submitted before SAC, RTI activist, Dr. Rehmatullah had maintained that Union department of Handicrafts, Ministry of Textiles had sanctioned Rs. 2 crore for establishment of "Raw Material Bank" and in principle also agreed to release Rs. 60 lakh for establishment of a "Common Facility Center" (CFC) for the artisans of Khatamband manufacturers. "The establishment of Raw Material Bank as such was felt most essential requirement to augment the artisans by providing the raw material at much lower/ reasonable rates as compared to market . The chairman (the then Forest Minister) and the authorities in State Forest Corporation (SFC) instead of providing them basic requirement used the funds to recruit their blue eyed people and in the process they shelved the sincere efforts of the Union Government to help the poor artisans", the RTI activist maintained. In response to an RTI application filed by Dr. Khora, the SFC furnished the recommendation letters send by the then Forest Minister to SFC Managing Director for making appointments, while in the list furnished, the same are shown as permanent employees. Surprisingly a total of 38 permanent employees were engaged as permanent employees out of which, three were from Nepal and one from Bihar. All of them secured jobs in SFC on the directions of the then Forest Minister Mian Altaf. Dr. Rehmatullah in his complaint has maintained, "Chairman of SFC, who happened to be the then Forest Minister Mian Altaf and Managing Director SFC Abdul Qayoom Khan, the then Divisional Manager GA Mir, hatched a conspiracy to make appointments of their blue-eyed, throwing guidelines of Union Ministry of Textiles into dustbin". He further said that after going through the documents it has been made out that a simple application was submitted before Minister Mian Altaf, who marked the same to MD SFC with directions "MD SFC please engage". As per documents furnished by department to RTI activist, it has been found that with a view to give some sort of credence, MD SFC marked the applications to Divisional Manager Saw Mill for work experience test. The appointees were initially engaged on contractual basis and then adjusted against regular posts", he said, adding that within six months these employees were also transferred to various divisions of SFC, including some to Jammu. The SFC after receiving and exhausting the money released by Union Government has not been able to establish any "Common Facility Center" neither allotted a single cft to Khatamband manufacturers artisans and nor started any related activity in the process of keeping this traditional trade alive. |
