Edu Deptt Doda working at its own whims allegedly putting govt orders aside 11/21/2015 12:00:41 AM Early Times Report Doda, Nov 20: The Government Orders and Policies promulgated by General Administrative Department (GAD) and Secretary School Education Department are not being implemented by subordinate functionaries of Education department Doda reflecting absence of coordination within the department functionaries and mostly circulars are implemented on pick and choose basis. Sources said that some three years ago i.e. in 2012 Secretary to Government School Education Department J&K issued circular 14-Education of 2012 dtd 25/09/2012 with the directions that non-teaching staff particularly Junior Assistants, Senior Assistants, Headmasters of Chief Education Offices and Zonal Education offices who completed their Tenure of 03 Years would be transferred from their present place of posting as per transfer policy. However according to the sources the circular was implemented on pick and choose basis even some clerks having stay of 10 to 18 years at particular place of posting in various capacities were not transferred in Education Department indicating gross non-compliance of government orders and policies. Some glaring examples of non-implementation of above quoted circular are in education zone Doda and education zone Ghat where one senior Assistant Irshad Ahmed presently Senior Assistant is having overstayed since long past in Zonal Education Office Doda in various capacities and also is enjoying the due protection of higher ups reasons better known to them. According to some this was not the first time that circulars and guidelines issued by higher ups of Education Department were violated in District Doda. Various circulars issued in Sarva Shiksha Abhiyan for appointment of Rehbr-e-Taleem (ReT) teachers had been also ruthlessly violated by Zonal Education Officers (ZEOs) of Doda and Zonal Education Officers of Ghat just to accommodate their relatives and blue eyed candidates as Rehbr-e-Taleem.
