'Queer ways of Forest Department' | Fails to realize Rs 12 Cr from private contractors | | Arun Singh Early Times Report jammu, Nov 20: The Forest Department has failed to realize an amount of Rs 11.73 crore is outstanding as arrears of land revenue against 307 private contractors/ lessees for over a period of three decades which department fails to realize till date. Sources told Early Times that Forest Department used to assign the task of forest exploitation to these private contractors in territorial divisions of the department but due to laxity on the part of the department in realizing the arrears of approximately Rs 11.73 crore of land revenue against 307 private contractors/ lesses who had been using for the last three decades. "After failing to obtain this huge amount of dues, now most of the cases are under trial with One Man Forest Authority, they said further, adding that an amount of Rs 4.23 lakh was payable by Lidder Territorial Division to an erstwhile forest lessee. Due to delay in receipt of payment since 1984, the lessee approached Court of One Man Forest Authority in 1993 and taking serious note of the matter, court ordered payment of outstanding amount along with interest of Rs 16.9 lakh to the lessee 2010," they alleged. They further informed that the lessee owed Rs 68 lakh to the Department on account of royalty. However, the department did not recover the outstanding amount while making payment of Rs 20.90 lakh, with the result that the amount continued to remain unrecovered. Pertinently, Forest Department through it Territorial Divisions hands over marked volume of timber to State Forest Corporation (SFC) for its extraction and sale, for which royalty is paid by the SFC to the Forest Department. A part extracted timber is supplied by SFC to various Timber Sale Depot (TSDs) of FD for catering to local demand. |
