Vacant posts at Assembly Secretariat put question mark on efficacy of legislature Jehangir Rashid | | | Early Times Report SRINAGAR, Dec 20: The entire government machinery these days is busy in ensuring that the budget session of the state legislature passes off peacefully without much drama, but truth of matter is that nobody is looking into the finer details of working of Assembly Secretariat. Early Times has learnt from reliable sources that around one dozen posts are lying vacant in the Assembly Secretariat. These posts are lying vacant for years now and no step whatsoever has been taken to fill them. The people at helm are unmoved and are not doing anything in this regard, said sources. "For the last 10 years or so no advertisement notification or employment notification has been issued by assembly secretariat so that the posts lying vacant are filled. Last time it was in 2005 that notification for filling up posts was issued. Following this some of the unemployed got jobs and as such they could help their respective families," said sources. Sources said that two posts are lying vacant at Member of Legislative Assembly (MLA) hostel in Srinagar while as at least 8-10 posts have remain unfulfilled at the Assembly Secretariat. Despite the issue being raised many a times no progress was made and as such the posts have not been filled so far. "Basically the posts are class IV posts and the youth belonging to poor families could have been easily appointed on these posts. The posts consist of the watch and ward staff as well as the orderly staff. These posts are lying vacant since the people posted on them have been promoted to the higher position," said sources. Sources said that higher ups of assembly secretariat should take a cue from the council secretariat where such appointments have taken place in the recent past. The appointments were carried out in a transparent manner and the appointment process was hailed by one and all. "Posts of similar nature were lying vacant in the legislative council and these were filled in a transparent manner. Proper procedure was followed and interviews were conducted for posts. The higher ups of assembly secretariat should follow the same procedure and advertise the posts remaining vacant for years now," said sources. Sources said that around one dozen employees of the assembly secretariat are working at the homes of some of the ministers and legislators. They said that these employees have not been 'repatriated' and continue to discharge their services at the homes of the 'privileged lot'. These people never report for duty and continue to do 'menial' jobs at the homes of some ministers and legislators. "The absence of the employees doing duty at the homes of ministers and legislators has added to the burden of employees who are working at the Assembly Secretariat. An employee of the watch and ward staff has been retained by former Speaker and MLA Sonawari, Mohammad Akbar Lone. This is against the standing norms, but unfortunately no one has raised the issue so far. As such the said employee is yet to be repatriated," said sources. |
