Jammu, Jan 24 : Jammu Kashmir Reserve Categories Employees Association (JKRCEA), SC/ST MLAs met with met Chief Secretary of the State Braj Raj Sharma to appraise Supreme Court's Status Quo Interim order in SLP filed by private respondent's against High Court's verdict of striking down Section 6 of Reservation Act and Rules 9, 10 and 34 of reservation rules. The delegation led by Dr. Sanjay Kumar Bhasin (President) accompanied by Dr. Zabeer Ahmed (General Secretary) and others along with MLA's Nawag Rigzin Zora, Asgar Ali Karbeli, Sayeed Bakar Hussain (Vice-Chairman, Village Khadi and Kisan Board), and others Nawag Rigzin Zora (MLA) brought into chief secy notice of prejudice/preconceived bias against Reserved Categories by few bureaucrats and even politicians also. He stressed that in view of this there may be some misinterpretations of Status Quo by few bureaucrats. He requested the Chief Secretary to adequately advise Administrative secretaries not to misinterpret the Supreme Court judgment that can have severe socio-political and legal implications once the elected government comes in place. Asgar Ali Karbalie (MLA) requested the Chief secretary to direct all administrative secretaries to either do not carry out OPG/DPC Promotions or if at all they contemplate such promotions Reserved categories should not be ignored, as they are going to find out political solution to the problem very soon when government starts functioning under new chief Minister. Dr. Sanjay Bhasin, Chief of JKRCEA putforth demands of the employees and the association in front of Chief Secretary and brought to his notice that few of the departments including Education, Agriculture, Horticulture, Finance, Engineering department are either finalizing DPC's or in the process of doing OPG/DPC promotions in gross violation of Supreme Court's Status Quo interim order, that may have severe legal repercussions. It was stressed upon him to give clear directions to all departments not to show any haste in this very sensitive socio-political issue that needs to be addressed by the political dispensation only. The Chief Secretary gave a patience hearing to the delegation and assured them that he will discuss the matter with the concerned and take adequate measure that shall be in the best interest of the reserved categories. |
