JU flouts resolution of University Council meet held in 1984 | | | Early Times Report JAMMU, Apr 28: In a shocking case of gross negligence , the Jammu University ignored the historical resolution passed by the University Council in its meeting held at Raj Bhawan on 11 Sept 1984. As per agenda item number 38 presented before the University Council 32 years ago and after careful consideration of the item, the University Council resolved that " the position of senior administrative officers in the university be filled up subject to fulfillment of the prescribed condition of eligibility from amongst suitably qualified and experienced officers of the university in accordance with the procedure laid down in the university Act and the statutes made thereunder and if officers with suitable qualifications were not available in the university, the post be filled up by direct recruitment or by deputation from other departments." The sources informed Early Times that the perusal of above resolution clearly indicates that all the administrative posts in the university are to be filled up strictly adhering to the eligibility from amongst the only suitably qualified and experienced officers who are to be appointed on the administrative posts , but in the present set up of manning administrative posts in the university , the University Authority has conveniently deviated from the resolution of the highest body of the University headed by Chancellor of that time with institution represented by the then Vice Chancellor, Prof.M.R.Puri in the meeting held in the year 1984. The sources further said that the Jammu University has resorted to adhocism to oblige blue eyed persons and citing the examples of positions presently held by inexperienced officers, the sources said, adding that Controller of Examination, Director, College Development Council, Director, Sports and Physical Education and Administrator, General Zorawar Singh Auditorium have been made to hold these positions out of the way setting at naught the decades old resolution of University Council revealing the intentions of the present dispensation of varsity which is already at daggers drawn with higher authorities for its acts of omission and commission which the varsity has been continuing and lacking confidence and credibility to take remedial measures to set the wrongs right in the overall interest of University,further rued, saying that the person at the helms of affairs of the varsity is calling shots with impunity knowing that what adverse has befallen on him despite numerous wrongs highlighted from time to time. The sources further told that the post of Administrator, GZSA is absolutely of an administrative nature which requires an officer of adequate administrative experience and suitability to run the affairs of auditorium smoothly which is now occupied by a teacher as an additional charge having no administrative experience and above all at the cost of teaching the students for which he is appointed which is unjustified, further said, adding that the position of Director Sports and Physical Education is also occupied by a teacher who does not have sufficient experience in the line and that too unutilising his teaching experience to impart instructions to the students. Similar is the case in respect of the positions of Controller of Examination and Director CDC who have been made to hold these administrative posts without required experience as enshrined in the resolution of University Council of 1984 which otherwise ought to be a matter of common sense for any authority to apply mind in the name of pure justice free from any favoritism and nepotism which strangely is the order of the day now rampant in the university, they further said, adding that the University authority should revisit its defective policy and allow such administrative positions to be manned in accordance with the resolution of item 38 adopted in University Council meeting in 1984, reverting all those undeserving persons holding important positions ignoring the competent and deserving officers from the university which befits the letter and spirit of the resolution so as to maintain uniformity and justice while filling up administrative posts. |
