'No work sans approval from Planning, Finance deptts' | | | Ishtiyaq Ahmad

Srinagar, Apr 29: The state government has directed the Deputy Commissioners and heads of departments that developmental works should be started with proper approval from Planning and Finance department to know the source of funds. The officials concerned have been told that they will be held responsible if any work gets affected for want of funding. Sources said the legislators and ministers had been starting some developmental works without proper source of funding thus putting a huge burden on state exchequer. Sources said government has also taken a strong note that many developmental works have got affected over the years for non-utilization of funds. "It had been seen most of the department were failing to spend budget allocation funds in the first quarter of the year and then they were also not able to utilize these funds in the last quarter of the year due to weather conditions and other reasons," a senior official of Finance Department said. He said government has asked the district development commissioners and HODs to fix the responsibility for developmental works which get affected due to non-utilization of funds. Official sources said these officials have been communicated to show positive results on the ground in implementation of various developmental schemes. They said the authorities have told these officials that their performance will be judged on the proper utilization of funds in various schemes and other developmental works. "Bureaucrats have been told to make proper guidance to legislators about the source of funds for developmental works," the official said. In view of poor utilization of funds, government has also directed departmental heads that expenditure should be limited to 33 percent of budget allocation in last quarter of the year. Government's directions have come in view that very less developmental works take place in last quarter of the year when Kashmir witnesses harsh winters resulting funds either remain unutilized or are diverted to other regions of the state. According to the directions passed by the state Finance department, "During the last quarter of the year the expenditure should be limited to 33 percent of budget allocation and in the month of March, the expenditure should be limited to 15 percent of the Budget Estimates." Further according to these directions, any department exceeding this limit will have to submit a detailed explanatory note to the Finance Department by April 10, 2016. Most of the departmental heads have failed to prepare results framework document (RFD) for the past three years, while government has directed administrative secretaries to frame RFDs from 2016-2017 for evaluation of their performances. The departmental heads have been warned of taking action against them if they fail to prepare RFDs from the next financial year to evaluate their performances and to ensure transparency in running the departments.
