DDBs rendered useless, few decisions implemented on ground | | | Jehangir Rashid Early Times Report
SRINAGAR, May 14: District Development Boards (DDBs) across the state seem to be useless entities since the decisions in the meetings are seldom implemented on ground. Although the members of the Board along with the officials take many decisions, but when it comes to implementation part they draw a big blob. Minister for Finance, Dr. Haseeb Drabu who is the Chairman of DDB Anantnag made a startling revelation on Friday when he said that just one of the 28 decisions taken in the last board meeting of the district has been implemented. He also said that decisions taken in the board meeting should be implemented in toto by the concerned officials. The Finance Minister has in a way spilled beans with respect to the seriousness shown by legislators and officers vis-à-vis decisions taken in the board meetings of different districts from time to time. The decisions taken in the board meetings are restricted to papers only and there is very little action on the ground. Sources told Early Times that officers present in the DDB meetings never object to any decision even if the same is not feasible or runs detrimental to the interests of the people of that particular district. The officers don't muster the courage to counter the decisions taken merely on basis of political considerations. "During the DDB meetings the officers play the role of a typical servant and promise to fulfill all the decisions taken there. Although, they fully know that all the decisions cannot be given a practical shape still then they say yes boss every time. This attitude of theirs deceives the chairperson of that particular district and also the legislators with people made to suffer at the end of the day," said sources. Sources said that many of the decisions taken in the DDB meetings are based on political considerations with the legislators not thinking about the consequences thereof. Since none of the officers counter them they are 'emboldened' to take 'wrong' decisions despite the fact that same are against the overall interests of the common masses. "It is important that the DDB decisions are based on merit without any political connotation whatsoever. The DDB decisions should be based on realism and not on hypothesis. Furthermore, periodical review of the decisions should be made so that the actual target is compared with the target achieved. This would also give a new meaning to the overall process wherein accountability is inculcated in the system among the officers and legislators as well," said sources. Sources said that stern action should be taken against the officers who fail to implement the Board decisions and take the people as well as legislators for ride. They said that in the present system the officers run away from their responsibilities since they fully know that they would not be accounted for their follies. |
