Complaint against MD handicrafts: CVC seek report from Govt | | | Ishtiyaq Ahmad Early Times Report Srinagar, May 20: Following a written complaint against the incumbent Managing Director handicrafts, The Chief Vigilance Commission has sought a detailed report from government. According to the reliable sources, the commission has received a strong complaint against, Managing Director Handicrafts about the manner and style in which he was installed as head of the organization bypassing all rules and regulations. Sources said that the complainant has mentioned that the incumbent managing director has misused his official position for his personal gains, thereby bringing discontent to the employees of the corporation. According to sources, the State Vigilance Commission has found merit in the complaint and accordingly has sent a communication to commissioner secretary industries and commerce Shalinder Kumar, seeking a detailed report in the matter. When ET contacted incumbent Managing Director, he confirmed that a complaint has been received by the CVC and report has been sought. However he was quick to add that the complainant is not on the corporation rolls. Meanwhile the sources have revealed that, the incumbent managing Director was first appointed as daily wager in one the corporations and thereafter managed promotions one after the other. "Holding a mere diploma of civil engineering, he was appointed as daily wager, regularized as works supervisor and thereafter managed undue promotions to become general manger/ superintending engineer," sources said. Sources said that soon after the said official managed his promotion as superintending engineer/ general manger he was elevated as in charge managing director of Handicrafts Corporation by then industries and commerce minister out of way and out of rule along with other two general managers of one of the PSU's. Sources said that after spending a mere three months of time the then minister industries and commerce took suo-motu decision and released the grade of Managing Director to the said official, thus violating all standing norms. "Even the general administration department was ignorant about such elevation. This was done illegally by the then minister of state for industries and commerce who happens to be the chairman of the industrial PSU's" sources said. Undoing the wrong done by the earlier government the two other MD's were demoted back as general managers," sources said but added that surprisingly the incumbent managing Director handicrafts is still continuing the post of MD. It is to mention here that in the records of general administration department the post of MD handicraft is still lying vacant. "The said official has not been shown as MD handcrafts. Therefore it construes that the he has still not been confirmed by the government and purportedly it means that the continuation of the official is still an adhoc arrangement. The insiders of the handicrafts department said that, the official after taking over the reins of the corporation as MD has deviated from the main line of activity and has switched over to the construction activity. "The corporation so far has taken up the construction work at Culcuta, Dehli, and Bombay and in Srinagar itself. The total amount reportedly has spent to the extent of 2. 5 cores," one of the insiders said. However the MD denied having taken up any civil work outside JK. |
