Piyush Goyal's statement a setback for PDP-BJP Govt. | | | The PDP is in store of another set back in the shape of central Government's refusal to transfer two NHPC run power plants to the state sector. In fact the PDP wanted this issue to be included in the Agenda of Alliance. Why the PDP has been insisting on transfer of Dhulhasti and Uri power plants in order to meet growing demand for electricity by consumers and by the industrialists. In fact the state has been reeling under severe power shortage which has warranted prolonged power outages thereby increasing the level of anger and annoyance of people against the coalition Government. What is intriguing is the way the centre has turned down the demand for transfer of two power projects to the state sector when the power portfolio was with a senior BJP Minister, Dr Nirmal Singh. As Deputy Chief Minister he was given the power portfolio when the coalition Government was headed by Mufti Mohd. Sayeed. And Mehbooba Mufti allocated power portfolio to him when the new coalition Government was formed on April 4. Union Power Minister, Piyush Goyal has ruled out transfer of Dulhasti and Uri power projects to Jammu Kashmir saying no decision had been taken over the demand yet. Goyal, in reply to the question over the transfer of power projects to the state said, "Decisions are not taken over all demands.'' In the Agenda of Alliance, worked out between PDP and BJP prior to formation of coalition government last year, it has been noted that the state government will explore modalities for transfer of Dulhasti and Uri hydro power projects run by NHPC to Jammu and Kashmir as suggested by the Rangarajan committee report and the Round table reports. Goyal, however, said NHPC can't pay percentage of profits that it earns by investing in the hydel power projects to the state. NHPC is a listed company and only the shareholders are paid the profits. On the question of increasing the share of electricity to J&K from the NHPC run projects in the state, Goyal said some states are not even getting any electricity from the national companies, which have invested in those states. The NTPC has invested in some states where the concerned state governments are not even getting the 1 MW of electricity. The minister, however, said from the investments through the Chenab Valley Power Projects Ltd (CVVPL), which is a joint venture between the state government and the NHPC, J&K government will get the profits from the investment in power projects. "There are many power projects which will be constructed by the CVVPL," he said. Reports indicate that Chief Minister,Mehbooba Mufti may take up the issue with Prime Minister, Narendra Modi whenever she visits New Delhi. It is really a setback for not only Mehbooba but also for Dr Nirmal Singh. One can imagine the plight that several thousand families faced in Trikuta Nagar where people had to suffer severe ordeals because of 20-hour power breakdown. Well Mehbooba needs some additional funds from the centre for purchasing additional power from the Northern or National grid. It is not something novel and during the Congress led UPA Government the state would get Rs.1300 crores annually for purchase of additional power from the national grid. This system should be reintroduced so that people in the state,especially in the torrid region of Jammu, were not faced with a lot of inconvenience. In fact the BJP ministers led by Dr Nirmal Singh should visit New Delhi and apprise the central Government of the severe problems being faced by people in the state because of energy crisis. |
