SRINAGAR, May 25: The Government failure to release the funds to the State Forest Corporation (SFC) for the timber it had provided to the flood victims of the September floods has left the corporation under financial crises. After the September floods hit the J&K, the state Cabinet issued an order in which it had directed the SFC to provide timber to the flood victims, who suffered damages to the homes and hearths on the concessional rates. The Government order number 305 dated October 15 2014, a copy of which lies with Early times says the SFC will be compensated by reimbursement of the differentials between SFC fair price consumer rates by 25 percent rebate amount out of natural calamity fund. The order further says the SFC will be reimbursed the VAT leviable at 13.5 percent against the timber it will provide to the flood victims of September 2014 deluge out of natural calamity fund. However, official sources within SFC say the government has failed to release any of such funds despite passing of one and a half year since the order was issued. "The Corporation is already running in losses but Government's non-releasing of funds has put extra burden on the Corporation. Now the SFC has stopped providing timber to the flood victims and even employees are not being paid salaries on time," a senior official said, wishing anonymity. He said "The District Development Commissioner's office has sanctioned around 7610 cases under fully damaged category. 17548 under severally damaged category and 26765 cases under partially category but so far only 4496 sanctins have been cleared," the official said. "The SFC is running on the revenue which it generates from some of its sources," he said. Valley witnessed a massive damage with 2.54 lakh private structures and more than Rs 6500 crore public infrastructure were damaged besides rendered thousands of people homeless. "Although my case has been verified but the SFC didn't provide me any timber so far. An official of the Corporation told me that government has not released them the funds for the timber it had provided to the earlier flood victims," Mushtaq Ahmad, a resident of Jawahar nagar said. According to the Government order issued vide no. 305 -FTS of 2015 dated 15-10-2014 the timber Deodar/Kall and Fir has to be provided in the ratio of 30 and 70 cfts respectively on the basis of damage lists verified by the Deptt of Revenue and Rehabilitation with 100 crafts for each fully damaged house and there should be a release of timber to 80 Sanction per day with a total release of 8000 cfts of timber per day to the flood sufferers based on these parameters the General Manager Fair Price/ TFR will ensure issuance of timber for the flood victims of Srinagar City at least to the tune of 2.00 lakh cfts per month. Sources said Instead of 80 sanctions not a single sanction is cleared in a day from last many months in the SFC depots there has been a total violation of the Government order. Managing Director SFC Arun Kumar Tikko, said we have brought the matter into the notice of government several times but so far the previous government has failed to pay the remaining subsidy amount to the corporation. "Hopefully we might get the remaining amount after the budget session is over and will be able to provide timber to all the flood sufferers after we get the Subsidy amount from the government," he said. |
