NC moves 'break India' resolution in Assembly | Towards separation | | Early Times Report JAMMU, May 25: The main opposition National Conference, which has no stakes in Jammu and Ladakh and which represents a rabidly communal constituency based in Kashmir, has submitted a resolution on autonomy for J&K in the Legislative Assembly asking the state government to adopt it and persuade the Government of India to reconsider the resolution passed by the NC Government in 2000. The resolution submitted to the Legislative Assembly secretariat by NC's general secretary and MLA Ali Muhammad Sagar has urged the House to "unanimously convey to Government of India to reconsider the autonomy resolution that seeks restoration of pre-1953 position of the State" Sagar has expressed the hope that the PDP will support the resolution and, at the same time said, that if the PDP refused to support the resolution on autonomy, then it shall be presumed that the PDP is the stooge of the RSS and the BJP. "They (PDP) should definitely support the move as they talk high of protecting Article 370 and special status of the State. It is up to them whether they would support our autonomy resolution or go with RSS-BJP ideology that is against J&K's special position," Sagar was quoted as saying. It is clear that the NC has submitted the resolution to embarrass the PDP and take political mileage. In any case, it will become clear on June 25 if the PDP supported or rejected the resolution. The Assembly will take up this and other private member resolutions on June 25 and 28. It bears recalling that it was on June 26, 2000 that the Farooq Abdullah passed the autonomy resolution. It was based on the report prepared by 9-member State Autonomy Committee (SAC), which he himself-headed. The SAC had been constituted to examine the issue of restoration of autonomy to J&K State Vide Government order No. 1164-GAD of 1996. The SAC report had recommended wholesale withdrawal of the central laws and institutions from the state which extended to it after August 9, 1953, when Sheikh Abdullah was dethroned and arrested on the instructions of Prime Minister Nehru. The charge against the Sheikh was that he and the United States had conspired against India and the conspiracy was hatched to get J&K separated from India. The specific charge against Sheikh Abdullah was that he wanted to establish "Switzerland-type Independent Kashmir". Significantly, the Government of India, which was headed by Atal Behari Vajpayee, had rejected the SAC report, saying it deserved no consideration as it was calculated to further widen the constitutional and political gulf between the state and the centre. The SAC report just can't be accepted, as the people of Jammu and Ladakh regions are vehemently opposed to all the recommendations as it contains. They have consistently held the view that the SAC report, if accepted and implemented will not only facilitate the state's separation from India and help establish "Nizam-e-Mustafa", but would also enslave them for all the times to come. Besides, they say that they have not given any mandate to any party to speak on their behalf and that they do not want any kind of truck with those in Kashmir who disrespect the Indian Constitution and the Indian laws. One thing is loud and clear: The submission of resolution on Autonomy by the NC in the Assembly has further eroded the support-base of this Kashmir-based party in Jammu and Ladakh regions.
