LC members take strong exception to Rashid's statement, walk-out from House | | | Jehangir Rashid

SRINAGAR, May 31: In an unprecedented but interesting development members belonging to both the treasury and opposition benches today walked out from legislative council against the statement of independent MLA Engineer Abdul Rashid. In the morning as soon as the proceedings of legislative council started, the members of Bharatiya Janta Party (BJP), Peoples Democratic Party (PDP), National Conference and Congress stood up and raised hue and cry over the statement of Engineer Rashid. The MLA from Langate had some days back in the assembly said that the upper house (legislative council) is a rehabilitation centre. He had also said that the legislative council has become hub of corruption. His statement drew flak from the council members who registered their protest. The legislators cutting across party lines criticized the independent legislator's statement. BJP's Ajatshatru Singh took strong exception to the statement of Engineer Rashid and said that all the members have been humiliated by such an irresponsible statement. He said the government should take a strong note of the statement made by independent legislator so that such things are not repeated in future. The BJP MLC was joined by others like Dr. Shahnaz Ganai, Sofi Yusuf, Qaiser Jamshed Lone, Ghulam Nabi Monga, Khursheed Alam, Ramesh Arora and Bashir Ahmad Veeri with the members not ready to start the question hour. They said that since all the members feel humiliated due to the statement of Engineer Rashid it would be better for them to walk-out for some time. Chairman Legislative Council, Haji Anayat Ali tried to pacify the protesting MLCs and said that the issue would be raised with the government. He said the parliamentary affairs minister would make a statement on the issue once the question hour is over. His repeated pleas to convince the members failed and they walked out from the house. Following the walk-out of the members the Chairman of the council adjourned the house for 10 minutes. Later on he persuaded the members and they made a comeback to the house after 15 minutes. During the period of adjournment some of the ministers of the ruling coalition could be seen sitting on their chairs since they had to give answers during the question hour. Later taking part in the discussion Vibodh Gupta of BJP said that MLCs are not given any escort and as such they are vulnerable to any attack from militants especially in Kashmir. He said that sanctity of upper house needs to restored and that accommodation to the Jammu based MLCs should be given in Srinagar. He lamented that MLCs are not taken into confidence by the government during the formulation of plans. Zafar Iqbal Manhas of PDP said that if the government believes that legislative council is a burden on state ex-chequer then it would be better to pass a bill seeking winding up of the upper house. He said that the MLCs have not been empowered and that all the members are on the same page vis-à-vis upholding the sanctity of legislative council. |
