| BJP's henchmen drain exchequer by taming PWD engineers | | |

Jammu May 31: What can be termed as an open loot of government money by henchmen of BJP having developed unholy nexus with the engineers of Public Works Department deflating the slogans of spreading development and eliminating corruption from the system and making mockery of its development plank.
The sources informed Early Times that the corruption has made its ways in every fabric of Public Works Department with the connivance small time political workers at the grass root level They have allegedly forged nexus with PWD in Nowshera tehsil to lay hands on govt exchequer by executing works under the garb of development plank of BJP with PWD deviating from codal formalities of calling tenders as warranted under rules under duress, adding further that fifty to sixty works worth lacs were executed without observing tendering process which is necessary for healthy competition and qualitative outcome of the work. The sources alleged that this is allegedly being done on tacit understanding of the Department that they will not be harmed if looted booty is shared with black sheeps of the Department even at the cost of development of the area.
The sources further informed that sinister nexus developed between these so called leaders of BJP turned contractors and the engineering wing of PWD(R&B) Nowshera has allegedly made them to siphon off govt money partially by allowing works to these workers in rural area without tenders and partially by overdrawal of bills from the government treasury by the department to provide monetary benefits to few at the cost of giving larger benefits to the many as promised by BJP at the time of elections. Sharing details of irregularities committed by Public Works Department Nowshera , the sources told that a road work of Village Pali was allotted to one Ashok Kumar Sethi for Village Pali approximate of Rs.1.75 lac but he was debarred from executing the work when funds reached the Departments and instead, the concerned Executive Engineer facilitated BJP worker and General Secretary of Mandal Sunderbani to execute work of village Pali without tenders by surpassing its earlier work order allotted to Ashok Kumar Sethi, further said, adding that bill around four lacs was allegedly drawn thereby resorting to over drawal ,they alleged
In an interesting case of irregularity, the sources told that old Faring Lane road against which a liability approx of Rs over 13 lacs is yet to be cleared in favour of three contractors namely Kasturi lal, Rajinder Kumar and Pashori Lal who had earlier executed work of road. The department instead of first liquidated the old financial liability, facilitated another favourite BJP worker to execute repair work without any tender and an amount of Rs. nearly 4 lacs was billed for and drawn from the treasury although repair work did not meet the required standard and was not more than of Rs. 1 lac thereby bleeding the govt exchequer, the sources alleged.
The sources further informed that similarly the road works of villages Amb Khori ,Channi Parate, Devik, Thmba Nalla were also allowed for execution through BJP workers on the same analogy as also the PWD road work from Seri road to Sodhra mohalla was done by one BJP Mandal Pradhan turned contractor without tenders and added that the head of Engineering Wing of PWD Nowshera is performing its legitimate duties being custodian of the department illegitimately by throwing the rules and regulations and codal formalities into dustbin with impunity. This, they said, amounts to financial impropriety and seemingly having complicity with local political workers of BJP brand ostensibly to achieve its vested interests due to strong nexus between the department and local contractors under the garb of small time politicians.
While talking to Early Times correspondent, a local politician on the condition of not quoting his name informed that the department took into hand the construction of bridge on the Manaver Tawi ten years ago from Kathnoo to Charangal Thandapani. Due to apathy of the Department, three contractors have been changed every time with the change of Executive Engineers, PWD but the work of bridge continues to hang in the balance despite lapse of nearly ten years with people of the area having a very tough time, especially during rainy season. He told that the people continue to suffer but there is no accountability nor there appears to be one in the hierarchy of the government to take cognizance in the matter.
The sources said that the nexus needs to be cracked in the interest of good governance, they said, urging the government to hold thorough probe to unearth the scam, which if held through an independent body of an established reputation, sources further said, adding that there is likelihood of a well built scam to surface opening Pandora Box of irregularities by the department. When contacted Executive Engineer, PWD Nowshera, he said admitting that some works which were done without tenders are being closed but denied having made any double drawal. |
