Srinagar, May 30: Launching scathing attack on PDP-BJP government, the National Conference MLC and former MoS Home Sajjad Ahmed Kichloo today expressed concern over non implementation of Court orders with regard to engagements of MGNREGA supporting staff appointed by the competent authorities viz Chairman MGNREGA in between 2007-2011 or Kishtwar District while at the same time allege that government has felicitated back door appointments in the RDD throughout the state particularly by the officials of RDD at Kishtwar who make several back door appointments by depriving the deserving candidates from their rights.
Raising the issue in Legislative Council during question hour, Sajjad Ahmed Kichloo said that at the time when RDD is facing shortage of funds to clear the MGNREGA liability of over Rs. 100 cr where deserving and poor job card holders are being deprived from their wages since last two years, while at the same time the RDD officials are paying monthly salaries into the accounts of back door appointees out of the funds which could be used to clear MGNREGA liabilities. He said that all those supporting staff engaged by the competent authorities was deprived from their salaries since last several months added that they are running from pillar to post for payment of their salaries. He also demanded time bound inquiry into the matter and seeks justice for all those appointees who were made by the competent authority in between 2007-2011. He said similarly back doors appointments were also made in other Districts of the state during last two years and questioned government's transparency policy.
Reacting to allegations of NC MLC Sajjad Ahmed Kichloo, Minister for RDD Abdul Haq Khan assured probe and action against culprits involved in making any back doors appointments.
Minister on the floor of the house agreed that during his visit to Doda and Kishtwar District he received complaints against withdrawal of payments against non existing works in MGNREGA added that on inquiry the complaints were found as genuine as several MGNREGA works didn't exists on ground. He said that he had already order for disengagement of few back door appointees and also directed the concern officials to disengage all those who had been engaged through back door appointments through non competent authorities. He also assured that those officials who will be found guilty of making these back door appointments will be punished. Kichloo also provide some documents and order copies of some back door appointments as supportive documents to minister who assured him that he will personally examine these documents and will share an action taken report with him in this regard.
Meanwhile in reply to C.Q No. 694. Of Sajjad Ahmed Kichloo, the government reply stated that 28 Technical Assistance & 10 appointments of MIS/Data Entry Operator has been made under Technical Staff category while under Non Technical Staff 126 GRS, 3 Adm Assistant & 8 Account Assistants had been made in Kishtwar District in RDD Department and many of them are believed to be made in violation of the set norms. |
