Mehbooba decries NC for doing politics over her ‘pigeons among cats’ remark | Militants still around, so KPs can’t be rehabilitated at native places: CM | | Jehangir Rashid SRINAGAR, May 31: Chief Minister Mehbooba Mufti today said that since militancy has not been wiped out from Kashmir valley it would not be prudent for her government to resettle the Kashmiri Pandits at their native places in the valley. Winding up the discussion on Governor’s address in the legislative council, the chief minister said that all Kashmiris are not militants and that Kashmiri Pandits feel threatened due to the presence of militants. She also took a dig at the mainstream opposition parties and separatist groups with respect to the statement made by her in the assembly regarding return of Kashmiri Pandits to the valley. “We should understand that Kashmiri Pandits are not afraid of Muslims of the valley but of the people who carried out Wandhama massacre years back. Muslims want to remain aloof from violence and no one can club all the Kashmiri Muslims as militants. We are committed to dignified return of Kashmiri Pandits to valley and we would provide them the necessary facilities,” said Mehbooba. The chief minister castigated the separatists for instigating the youth to resort to stone pelting on police and security forces especially on Fridays. She said the sanctity and importance of Friday congregation has been demeaned due to the stone pelting incidents. She said that many of the religious elderly people don’t visit the Jamia Masjid in Srinagar for Friday prayers since they know that prayers would be followed by stone pelting. “You people made an issue of my statement that we cannot put pigeons among cats when it comes to return of Kashmiri Pandits. I made the statement honestly but you played politics over the same. We want the Kashmiri Pandits to come back and for that we would set up transit accommodation. The Kashmiri Pandits would live in this transit accommodation along with the people of other communities,” said Mehbooba. The chief minister said that National Conference hatched a conspiracy in 1987 and rigged the elections leading to the outbreak of militancy in Kashmir valley. She said that an impression was created by NC that Kashmir would secede from Union of India if Muslim United Front won any seat during the 1987 elections. “In the 1987 elections we must accept that the Kashmiris voted for MUF in an unprecedented manner, but the results were rigged. The MUF would have at maximum won 25 seats and that would not have made heavens to fall. We are yet to come out of the mess that was created due to rigging of 1987 elections,” said Mehbooba. The chief minister said that PDP entered into an alliance with the BJP to seek in accordance with the ‘Agenda of Alliance’ national reconciliation on the political and economic challenges confronting Jammu and Kashmir. She said that late Mufti Mohammad Sayeed had a vision that given the decisive mandate enjoyed by Narendra Modi, the Government of India, under his leadership, would take effective and realistic steps to address the political, economic and administrative challenges confronting Jammu & Kashmir. Mehbooba said issues like unshackling the potential of the state by opening more points on LoC, banking facilities, strengthening of Article 370, wresting land from the security forces, etc. have been a part of mainstream discourse for decades. She said that mandate thrown up by 2014 assembly elections was seen as a historic opportunity by Mufti Sayeed, to join the culturally distinct Jammu region and Kashmir Valley. On the issue of construction of Sainik Colony, the chief minister said the first Sainik Colony was built around 1964 in Samba and it was meant for state subjects. She said the union government has already cleared proposal for construction of two AIIMS in J&K which will come up in Samba and Awantipora. Mehbooba said the UPA II circulated the draft of National Food Security Act and the then government under Omar Abdullah consented to the bill in 2011. “In 2015, we implemented the law only after Centre decided to stop ration to state who don't implement the new law. Backed by Mufti Mohammad Sayeed Food Entitlement Scheme, the NFSA will be implemented in J&K from July 1,” she said.
