Will DyCM act against influential encroacher? | Shopkeeper squeezes nallah at Gandhi Nagar | | Early Times Report
Jammu, June 30: Encroachment over a nallah at Gole market in posh Gandhi Nagar area here under the very nose of government agencies is posing a threat to the entire area. The shopkeepers and the locals are demanding that this illegal encroachment should be removed to save the area from witnessing a catastrophe in near future. Removing encroachment from this posh area could pose a big challenge for the Deputy Chief Minister Dr Nirmal Singh, who has acted tough against the encroachers after coming into power. Sources said that the businessman who has encroached the nallah enjoys the Ashirwaad of bigwigs and they can go to any extent to save him. The shopkeepers association has threatened to move the court if the Housing and other departments fail to act against the encroacher businessman. Ball is in the court of the Deputy Chief Minister and he has to prove his sincerity and honesty by acting tough against the encroacher businessman. Recently a few people sought information from the Housing Board under the Right to Information Act about the size of a shop allotted by the Board to the businessman in question. In response to the RTI application, the PIO said: "This is in reference to your RTI application received on May 19, 2016. The shop No. 1-A M/S Dayal Ice cream parlour Gole Market was allotted to Smt Sushma Gupta vide allotment letter No. HB: 1257dated 24/5/2002. The specified size of the shop at the time of allotment was 8'6+ 5'-00/2 X 22'-6''. Presently the owner has acquired 9'-3"+5'-6"/2X 22'-6"…" Sources said that the said shopkeeper in connivance with the JMC officials has encroached the nallah and has turned it into a small drain. The businessman uses the space outside his shop to display his goods. "One of the JMC officials is a close relative of the owner of the shop and he carries out his business without any fear of law enforcing agencies," a source alleged. According to the details available with Early Times a big nallah used to flow through the Gole market area in 2001. The land around the nallah was illegally occupied and the shop in question was constructed without the permission of JMC in 2002. Later the Jammu and Kashmir Housing Board auctioned the shop to Dayal Ice-Cream parlour, who squeezed the breadth of the nallah, which is the only outlet of the water in the area. Estate department has constructed nearly 21 shops, Housing Board 12 shops with office complex and nearly 100 flats of Centre School have come up in the area before encroachment . The nallah which has been encroached and turned into a half feet drain is the only outlet of water for all these establishments. If the nallah is not freed from the encroacher it can get choked and spell doom as water would find no outlet to keep flowing and move out. Sources claimed that government agencies carried out these constructions without seeking any prior permission from the JMC. Had the sought the permission and completed all the legal formalities this important water outlet (nallah) would not have been ignored. This nallah has to be freed from encroachment to save the entire area from getting submerged. "If the encroachment is not removed it can pose a big threat to the entire Gole market area as it can lead to its inundation which can cause loses worth crores and lot of inconvenience to the people." |
