Minister in trouble as CM initiates probe in his ministry's mismanagement | | | Early Times Report
Srinagar, June 30: Fate of one of the senior ministers in the regime is this time in trouble with the chief minister ordering a thorough probe into the mismanagement and embezzlements into the department that the minister has been heading since inception of the new government in March 2015. Sources revealed that after the Comptroller and Auditor General of India (CAG) castigated the state authorities over its mismanagement in the education department, the chief minister Mehbooba Mufti issued standing directions to investigate the reasons that led to such crises on ground. CAG in its annual report stated that there is a shortfall of around 44 percent under the centrally-sponsored program of mid day meals in the state of Jammu and Kashmir and that there is also what it termed 'tardy' implementation of the program, hence defeating its main purpose in the state which is to boost primary education by increasing enrollment, retention and attendance of the students. Sources within the government revealed that the government while taking serious note of such a report is mulling to initiate a probe to fish out the real reasons behind such mis-management due to which the much hyped mid-day meal scheme has become a mere hoax. The CAG has also put the minister who is heading the education portfolio in the state into a tight spot by stating that there was no increase in school enrolment. "It is a very serious situation that has come to fore. The minister has been claiming of revolution in the sector of education before every one. It seems his ministry has forged the real figures. What CAG has been saying could leave the minister and some serious officials in trouble," says a senior official. Pertinently, the midday meal scheme was launched in August 1995 by Government of India as a program of nutritional support to primary education. The scheme aims to enhance enrolment, retention, attendance and simultaneously improve nutritional levels among children studying in classes I to V in a Government, Government-aided or local body schools. The CAG report has pointed out flaws on part of the State Government in getting funds revalidated under the program, noting that Rs 64.39 crore (central share) at the close of 2012-13 had not been revalidated. Furthermore, sources divulged that the ministry was provided full support by the Government of India in terms of food grains and other necessary arrangements. "Despite government providing all assistance to the ministry in the state, there has been undoubtedly very bad performance exhibited by the state. It needs thorough examination as to what led to such questionable quality of work," sources divulged. |
