Vocational Training scam: RMSA Mission Director under CM's scanner | | | Early Times Report
Srinagar, Aug 29: The Mission Director Rashtriya Madhyamik Shiksha Abhiyaan (RMSA) in Jammu & Kashmir is under the scanner of Chief Minister as the officer has allegedly allotted a multi crore vocational training project to Kolkatta based company which according to sources has no prior experience in the field which it is planning to train students. Pertinently the Mission Director who is an IAS officer also belongs to Kolkatta and has allotted 36 school projects to the company. Earlier the J&K RMSA Mission Director office had told an information seeker that information about providing copies of marks sheets of selected Vocational Training Partners (VTPs) was exempted under section 8 Right to Information Act. Details available with Early Times reveal that few months back Mission Director RMSA shortlisted 5 organisations as Vocational Training Partners (VTPs) in J&K for undertaking vocational training in some selected Higher Secondary Schools. As the selection process is said to have been done in violation of norms a complaint was filed against Mission Director before the Chief Minister who also happens to be the chairperson of Noor Society which looks after RMSA and SSA work of education department. An RTI application was also filed by some aggrieved persons to know about the details of marks given to all the 13 companies / organisations which were shortlisted by National Skill Development Corporation (NSDC) New Delhi. The Public Information Officer (PIO) of RMSA Directorate in J&K Manmeet Bali in her reply had told information seeker that said information is exempted under Rule 8 (d) of J&K RTI Act 2009, a claim refuted by Balvinder Singh RTI activist. RTI activists plan to challenge this order before SIC, and request the Commission that action be taken against PIO who is not aware about J&K RTI Act and cannot make difference between a section and rule. The said company hasn't undertaken any similar project in any of the states in India , reveal official documents extracted by Early Times. The Kolkatta based company Indus Edustran has not at all undertaken vocational training project in Hospitality / Tourism sector , but was allotted the same in J&K by selection committee which is headed by Mission Director of RMSA Saugat Biswas. The matter has already been brought into the notice of Education Minister Naeem Akhtar , MoS Education Priya Sethi and Chief Minister. It is known from the reliable sources that CM has taken this matter very seriously. It is pertinent to mention that school vocational training project known as National School Qualification Framework (NSQF) is funded by Govt of India through National Skill Development Corporation (NSDC) and Ministry of Skill Development. Under this programme students studying in class 9th would be trained in several trades and the training would continue for 4 years (9th, 10th, 11th & 12th ) and after 4 years Minister of Skill Development will give certificates to the candidates. This project is executed by Vocational Training Partners (VTPs) who are supposed to be selected through a rigorous procedure , but the said selection process has been allegedly marred with corruption , favouritism and nepotism in J&K. |
