Rs 5 cr allocated for maintenance of PHE/Irrigation machinery squandered

Kathua, Sept 7: A whopping Rs. 4.12 crore allocated to PHE and Rs 1.20 crore to Irrigation department under different schemes from 2013 -14 to 2015-16 for maintenance and repair of machinery have been squandered by the officers while the people have suffered due to mechanical breakdown. RTI reports bearing no. PHEK/C/1881-84 dated 16-6-2016 & IDK/1071-72 dated 15-06-2016 have exposed the scam and defunct machinery on ground. Akhtar Ali, an RTI activist & Ex Sarpanch Panchayat Pallan filed an RTI questionnaire to expose the scandal and it is come to the fore that Rs. 5 crores were allocated for the maintenance & repair of PHE machinery and Irrigation like Lift Irrigation, dug well etc but the funds are allegedly not used properly for the purpose.Ali alleged that AEE PHE Billawar, AEE Irrigation Billawar squandered huge amount meant to facilitate farmers and general public. " Government allocated huge amount but people are yet to get water supply due to defunct machinery'. Ali said, " J&K government allocated Rs 4.12 lakh under SDRF, Rs 11.56 lakh under state share, Rs 4.34 lakh under maintenance and 11.75 under District Plan to irrigation in the year 2013-14, Rs 18.21 lakh under SDRF, Rs 7.60 lakh under State share, Rs 9.51 for maintenance and again Rs 11.75 lakh under District plan in the year 2014-15 same as Rs 1.97 under SDRF, Rs 17.08 lakh- state share, Rs 15.44 for maintenance and Rs 6.64 lakh under District Plan for the year 2015-16 to Irrigation department but not even a single penny has been used for the purpose. He said similar amount has been allocated to PHE department.
Ali informed that the amount had not been utilized for maintenance as machinery still remained defunct for long indicating at a huge scam with nexus between contractors and PHE/Irrigation Officials.
Ali and general public of Billawar tehsil appealed to the Chief Minister Mehbooba Mufti and Dr Nirmal Singh Dy CM who is also legislator from this constituency to set up high level inquiry to bring out the truth behind syphoning of funds.
