RDD ruins 'Nirmal Gram Puraskar' Programme | Misutilization of award money apprehended | | Arun Singh

Jammu, Sept 16: The intention of Government of India to launch Nirmal Gram Puraskar programme did not meet aspiration to its entirety due to lack of interest shown by Rural Development Department defeating the basic objective of giving incentive in lakhs as award money to Gram Panchayat. Sources told Early Times that in the year 2003, an award based incentive program for fully sanitized and open defecation free gram free GPs, blocks, districts and State called "Nirmal Gram Puraskar" (NGP). Sources further told that Gram Panchayats do not appear to have been made fully aware of this programme by the department which ought to have been the first priority to involve the rural representatives, further said adding that it is imperative to ensure participative management of the people for such schemes for successful implementation of programme. They further informed that the department did not evolve any mechanism for fixing the targets as well as number of panchayats which were required to be associated with this programme for sanitization. "No target for securing 'Nirmal Gram Puraskar' for Gram Panchayats were set in the annual implementation plans by the Department during the period 2010-15, sources told adding that Rural Sanitation received award money of Rs 11 lakhs from the Government of India for 12 Gram Panchayats in 2009. It is astonishing to point out that the concerned department took 32 months to release first installment of Rs 6 lakhs out of Rs 11 lakhs and remaining Rs 5 lakh continued to remain in their account without further utilization, sources informed questioning that no paratmenters were devised for the implementing the progrmame and the apprehension for mis-utilization of the Rs 6 lakhs amount released as first installment cannot be ruled out in the wake of indecisiveness of the department to finalize gram panchayats for award money which needs to be looked into. Moreover the department failed to submit the utilization certificate of prize money to Government of India. |
