Jammu, Sept 18: For hundreds of people of the state with bonafide credentials of subjects of J&K, acquiring the most vital certificate 'state subject' is becoming increasingly difficult as the government has made it mandatory to have 1957 election voter list must in the documents sought as a checklist. To compound the hardships is that no such list of documents is made available in the DC offices, leave alone keeping it on display for awareness of scores of aspirants visiting offices for the purpose of making the state subjects. Sources said even as there are many documents which are required to be appended with the application form but in most of the offices, the concerned officials remain adamant on producing this election voter list of 1957 in order to prove the antecedents, rather ancestors of the applicants were Permanent Residents of the state. Even the competent authority is not considering State Subject issued before 1947 during the rule of Maharaja Hari Singh as authentication of proof documents during the procedure for making Permanent State subject, sources said. While this has argued and questioned even in the state legislature, but the state government contends that Permanent Resident Certificate issued to a person of the family like grandfather, great grandfather or even father at any point of time can only be considered as a supplementary evidence only for rhe grant of PRC to any other member of the same family. However, it cannot be taken as a substitute to what the authorities contend as mandatory requirements prescribed under the Act, sources further said. The government, while justifying this tedious process maintains that the PRC issued to the parents can only serve as a secondary evidence . In what makes the process in some cases as more complicated is that PRC issued already to a member of family is relied upon by the officials and it is the Voter list of 1957 which can prove applicants are descendants of the bonafide permanent resident of the state, sources said while citing a number of examples where the applications are piled up and pending for the reason of failure to produce mainly voter list of the ancestors, approximately four or five generations back. Moreover, the citizen rights of individual of fourth and fifth generation, mostly thos born after the year 2000 do not have any knowledge of their ancestors in terms of whether they possessed any voter list or if their names figured in that list , despite being a bonafide resident of the state, sources said as many contending while not being able to produce such documents. All this, is however contrary to the facts that State Subjects have been issued to many non resident, so to say people from outside the state with ease as they do not possess even a single authenticated document sought in the long check list. |
