Transparency, accountability hold no meaning in JU | 3 contractual Project Officers regularised against 2 posts; Raj Bhawan kept in dark | | Early Times Report
Jammu, Sept 18: The administration of Jammu University is again in news for all the wrong reasons. This time it has regularized three Project Officers who were earlier appointed on 'contract' basis against two sanctioned posts. The 'syndicate' endorsed the wrongdoing of the past without going into the merits of the case which shows that the Financial Advisor of the varsity did not apply his mind and acted as a rubber stamp. According to documents available with Early Times, the three Project Officers-Dr. Pallavi Sachdeva, Dr. Bharati Prabhakar and Dr. Sandeep Singh-were appointed in the Centre for Continuing Education and Extension (now Department of Lifelong Learning) on 'contract' basis against the two advertised posts in February 2009. All the three Project Officers were appointed on a consolidated salary of Rs 15000 per month. Documents further revealed that after two years of service, Dr Bharati Prabhakar approached High Court of J&K and filed a writ petition (SWP) for her permanent absorption. However, Naresh Padha, the then Registrar, University of Jammu after considering the entire case of the petitioner on merit issued an order vide No. Adm/TW/2011/4355-59 dated 4-10-2011 and rejected her claim and decided to contest the case. The orders says: " …Whereas, after considering the entire case of the petitioner in the light of directions given by the High Court, it transpires that whereas even when the advertisement notice dated 24.10.2006 did not specifically envisage appointment of the Project Officer on consolidated basis yet the selection Committee had recommended the appointment of the petitioner on a consolidated salary Rs 15000/- per month, the University was well within its rights to appoint the candidates on consolidated basis and to hold a fresh regular selection, if necessary. The University as an employer has a right to decide whether an appointment is to be made on permanent basis or temporary/consolidated basis…" Similarly, the claim of Dr. Pallavi Sachdeva, who too had approached the court for her permanent absorption, was rejected by Manoj Dhar, the then Registrar, University of Jammu vide Order dated 5-11-2014 and decided to contest the case. Surprisingly, University of Jammu for the ulterior motives did not file the objections in above two writ petitions and lingered the matter for 8 long years that too when a firm decision had already been taken by the two Registrars. In other words, the "Legal Cell" of the University of Jammu, which is now allegedly being headed by a tainted officer, did not apprise higher authorities of the factual position and the matter was placed before the University 'Syndicate' in which important facts were concealed. Dr Sandeep Singh did not approach the court but his representation for permanent absorption was sympathetically considered in the JU 'Syndicate' and vide Item no. 110.65, it was resolved that Dr Sandeep Singh be permanently absorbed against the available post of Programme Officer (now designated as Assistant Professor) on the same analogy and as has already been approved in the case of Dr. Pallavi Sachdeva and Dr. Bharti Prabhakar on the same terms and conditions, in the Department of Lifelong Learning. A very senior professor on the condition of anonymity maintained that the university has regularized the three Project Officers to safeguard its owned position as all the three had come through the 'Duly Constituted Selection Committee' and their service was without a break. Either University had ousted them after the expiry of their initial contract of one year or had absorbed them permanently as there was no third option. However, the said professor admitted that the tall claims of Vice Chancellor on Facebook claiming transparency and equality is demolished by the selective and vindictive approach of the university by not filing the objections for eight years for which Raj Bhawan must take cognizance. |
