VC overturns recommendation of Director DDE | 'Post of Asstt Prof changed to Sociology to accommodate blue-eyed' | |

Jammu, Sept 19: The University of Jammu (JU) is being run by the Vice Chancellor, Prof Ramji Dass Sharma on his own whims and fancies leaving aside the authority of all other top officials hence throwing all established norms and procedures to wind. The recent in the line is creation of one post of Assistant Professor in Directorate of Distance Education (DDE) in the subject of Sociology whereby the then Director of DDE had recommended the post in the subject of Statistics. According to sources, the Vice Chancellor deliberately made the change i.e. from Statistics to Sociology for personal reasons as he wanted to avoid creation of post of Assistant Professor in Statistics. So, he dumped Statistics and gave nod to Sociology so as to adjust his blue-eyed candidate who failed to qualify interview for contractual appointment in DDE. However, the decision of the University Administration to alter the recommendation of Director DDE (i.e. from Statistics to Sociology) has been challenged in the court of Law. The High Court while admitting the petition issued notice to University of Jammu. Sources revealed that the decision regarding the creation of posts of Assistant Professors was taken during the Planning Board Meeting held on Oct 22, 2013 during the tenure of the then Vice Chancellor Prof Mohan Pal Singh Isher. The meeting discussed the distribution of grant of Rs 311.60 lacs received from UGC under General Development Assistance Scheme during 12th Plan Period. The meeting was attended among others by Deans, Director DIQA, Registrar, Joint Registrar (Finance), and Assistant Registrar (Development) as member secretary. The committee recommended for creation of 12 posts of Assistant Professor. Out of those, nine posts were distributed among different departments while three posts were kept at his disposal by the Vice Chancellor. Out of his quota, the Vice Chancellor allotted one post of Assistant Professor to DDE and asked the Director DDE to recommend the subject for which there is urgent requirement. Later, the Assistance Registrar (Dev) gave first reminder notice to the Director DDE followed by second on 10-April-2015 vide Letter No. Dev/2015-16/951/08-10. The Director DDE on April 15, 2015 vide Letter No DDE/Adm/15/053 sought one position of Assistant Professor in the subject of Statistics in view of its multi-utility in different subjects i.e. Under Graduate/B.Com and Post Graduate courses being run in DDE. He mentioned that creation of one post of Statistics was very urgent as the subject of Statistics being taught exclusively at the level of undergraduate part I, II, III. "Moreover, in the course of B.Com, there is an exclusive one paper of Statistics. In addition, the Statistics is also being taught in the subject of Psychology, Geography and Education. Besides, it is also taught at postgraduate level in Economics, Commerce, PGDBM, Sociology, B.Ed and M.Ed. Further, the Statistics is a job oriented subject for the students and cater to the needs of larger number of students studying in the DDE," the letter read. But, surprisingly when University issued advertisement vide Notice No. Adm/TW/C&R/14/2014 dated 27-July-2016, the recommendation of the Director DDE was struck down and one post of Assistant Professor in Sociology was advertised for filling. |
