JU VC goes fb way, refuses to crack whip; correct wrongs | | | Early Times Report
JAMMU, Sept 19: Vice-Chancellor of Jammu University (JU) Prof. Ramji Dass Sharma has been using social networking website facebook to respond to critics of his policies and alleged administratively wrong decisions. The view of the civil society is that Sharma may be making efforts to root out Goondaism and corruption from the university but he has no right to continue with wrongs which Vice-Chancellors prior to him have allegedly done. Across the Jammu, civil society is of the view that he should not have allowed the nepotist elements in the university to continue manning top positions. But he not only allowed them to continue on top position but went two steps ahead and purely on the recommendation of a Central Minister handed over top positions to ineligible officers of Jammu University (JU), said a source. Despite being repeatedly told that the eligible ones have been chosen to head important positions, sources said that an arrogant Vice-Chancellor decided otherwise and went ahead with the selections already made by him. Sources further said that the JU VC could have made a lot of difference had he heeded to rules and regulations, leaving no scope for being accused of being selective and arrogant. He continued with existing staff and decided against making the required significant changes, said the sources. They said that Prof. R.D.Sharma who was known for being honest and straight forward completely goofed-up with the fight against corruption and nepotism. According to insiders, Prof. R.D.Sharma was supposed to fill-up vacancies of Director Distance Education (DDE), Controller Examination (COE), Director Colleges Development Council (DCDC), Registrar and Administrator Zorawar Singh Auditorium. For these posts, sources said that the even the advertisements had been issued but for the reasons best known to the university and the VC, the same are yet to be filled. More than six months have passed since the day advertisements were issued but the posts are yet to be filled. According to a circular issued by Department of Personnel and Training (DOPT), vacancies are to be filled within six months of the issuing of advertisements by the autonomous, government or semi-government organisations. The circular makes it mandatory on the authority to fill up the vacancies within six months and if that is not possible, advertisements are supposed to be re-issued to allow freshers to apply. Instead, it is not known what is compelling the Jammu University VC not to fill up the posts by way of competitive examination but the fact remains that these posts are being held by ineligible officers who have to do some other task if the posts they are holding are taken into consideration. A professor who was actually appointed to teach commerce first enjoyed sports field and is now, heading an important institution of the Jammu University. Another officer who is known for his arrogance and political connections is heading another institution where he has made life miserable of his juniors, said a source. He added that an officer whose incompetence almost ruined career of an ex-VC has been assigned the task of keeping an eye on colleges. It is not known what connection forced the VC to conclude that he is too competent to handle a critical position. Not only this, another officer whose case is still pending with State Vigilance Organisation (SVO) is almost running all the university affairs, said a source. He added that the officer managed this position purely because of his connections both political and social. An officer of the University who would get his pie out of every deal that he clicked is these days running affairs in the top echelons o the power. It is this entire coterie which influences the VC, believe the civil society members. |
