Jammu, Sept 20: In a brazen attempt to accommodate its blue eyed staff members, the Forest department has posted junior officers without IFS cadre in 19 territorial divisions against 30 positions in the state. The Centre notified in its notification under No. 16016/01/2006-AIS II-A dated 15.09.2006 that only IFS officers shall hold the charge of 30 identified territorial divisions including two working plan divisions. "But only 11 identified territorial divisions where IFS officers were holding charge including eight in Jammu three in Kashmir province and remaining 19 territorial divisions were manned by ACFs (Assistant Conservator of Forest), ROs (Range Officer) and DDR (Direct Deputed Ranger) Foresters," they said. Moreover, Forest Department without any formal promotion, placement and holding Departmental Promotion Committee, out of 19 posts of Dy. Conservator Foresters, eight posts were manned by Assistant Conservators Foresters and 11 posts by Direct Deputed Ranger Foresters who were not authorized to hold such post as they were not in the gazetted cadre, they informed. Sources further said that the Forest Department was of the view that the promotions to IFS cadre were held up due to non-acquisition of length of service by the aspirants for such posts and that the arrangement was temporary and did not confer the right on the employees to claim the benefits of promotions and other monetary benefits. They further informed that Department had not made timely recruitment due to which promotion to the posts of DCFs/ IFS cadre could not be made. |
