SAC imposes penalty on former CAPD Minister for non-appearance | NC regime's wheat grinding scam | | Akshay Azad Early Times Report Jammu, Sept 20: Increasing the worries of former Minister for Consumers Affairs and Public Distribution (CAPD), Choudhary Mohammad Ramzan, the State Accountability Commission (SAC) today imposed a penalty in much publicized wheat-grinding scam of 2013. Justice JP Singh of SAC reportedly imposed a penalty of Rs. 1000 in the case titled Dr. Rehmatullah vs Choudhary Ramzan. Advocate Shah appeared on behalf of former CAPD Minister and Dr. Rehmatullah personally appeared in the court of Justice JP Singh. Former Minister was given last opportunity to appear before court but once again he failed. The lawyer reportedly sought one more opportunity stating Kashmir unrest as a reason for the former minister's non-appearance. "I strongly contested the arguments put forth by advocate Shah for non-appearing of Choudhary Ramzan in the last opportunity. Shah sought time but I informed the SAC about the frequent travel of MLAs from Srinagar to Jammu", Dr. Rehmatullah informed Early Times, adding that after arguments, Justice JP Singh imposed the penalty. The case has been listed for hearing on October 6." If the former minister fails to appear in person onthe said date he shall be presumed guilty in the scam," Rehatullah said. Pertinently Early Times had earlier also reported that RTI activist Dr. Rehmatullah had alleged that during his tenure as CAPD Minister in previous coalition Government, Choudhary Ramzan had clandestinely ordered for issuance of Government order 56-CAPD of 2013, dated 9/9/2013, issued by the then Secretary CAPD department, M. Abass Dar, according to which verbal orders were issued for issuance of 100 % whole meal Atta (means 100 percent grinding) through Public Distribution System for District of the state ". Before issuance of this order, the RTI activist had alleged that department used to provide the ration to its consumers viz: Rice, Sugar, Kerosene Oil and 50 % Wheat and 50 % Flour. The Food Corporation of India (FCI) used to dump the said ration in their stores available in far flung areas of J&K and from these stores the CAPD used to lift the required rations, thus no freight charges were expended by the CAPD and in turn were saving huge money of State Government. The RTI activist had further alleged that due to the decision of providing 100 percent wheat Atta, CAPD department started incurring losses to the tune of Rs. 26.50 Lakhs on monthly basis, which was authenticated by department itself in response to RTI application filed by Dr. Rehmatullah, according to order number U.O No: CAPD/Accounts/13-14/30 dated, 19/3/2014. |
