Govt relies on 15 Year old BPL census, lacks fresh details | Centrally sponsored schemes end up at a sour note | | Peerzada Ummer Early Times Report Srinagar, Oct 11: The Jammu and Kashmir Government is not in possession of the actual figures of the families living under Below Poverty Line (BPL) in the state, with authorities deeming it least important to conduct a survey in this regard. According to highly placed official sources, the Jammu and Kashmir government till date is relying on the figures of the census that was conducted 15 years ago that is in the year 2001. Since then there has been no census or survey conducted to get the actual number of BPL families or persons living the state. Sources divulged that in the census of 2011, there has been no survey conducted in the state that would reveal the actual figures of the families living under the below poverty line. "The government is in the possession of the figures put forth by the census in 2001 only- there hasn't been any recent survey conducted since then," said a senior official, adding that the government till date hasn't contemplated the need to have a fresh survey in the regard done. It was informed that though there had been a detailed meeting about the issue held in the recent past over the issue but the dilatory approach of the helmsmen has acted as a major spoilsport spot in the entire process and the government has shelved any such proposal to hold any new survey in this regard. "The Government here has no proposal to hold any new survey. We are relying on the findings of 2001 census only," sources within the dispensation said. Authoritative sources revealed that as per 2001 census, the number of BPL families, as approved by the Central Government, has been 7.36 lakh. Among them there are 4.80 BPL and 1.56 AAY. The absence of the fresh records, as per sources, is turning out to be a major cause of concern. There are several central as well as the state sponsored schemes meant for the BPL households in JK. However, with no detailed information in hand, the schemes are often winded up or turning out to be mere flop measures. "If there is no correct information, how could the schemes prove beneficent to the deserving lot? The chaos hence becomes inevitable with meagre measures being taken to rectify the wrongs," says an official wishing not to be named for he was not authorised to speak on the issue. Sources added that there are scores of centrally and state sponsored schemes including the subsidy in LPG connections, allotment of food grains, subsidized kerosene and electricity supplies at less rates. "However these schemes end up generally at sour notes as the people on ground cry foul over such measures as they complain about deserving not getting the due share," said an official at CAPD department. |
