SRE disclosure: DCs disobey Govt's orders | Follow-up | | Early Times Report
Srinagar, Oct 11: Majority of the Deputy Commissioners in J&K have failed to disclose the details about Security Related Expenditure (SRE) in their districts. Barring a few, most of the DCs have failed to implement the orders of the government issued few years ago on the direction of Governor. After voluntary disclosure of SRE in Poonch district, the Deputy Commissioner Ramban had also disclosed the SRE details of his district with effect from 2012 to 2014. It is pertinent to mention that on the direction of Divisional Commissioner Jammu, the DC Poonch had voluntarily disclosed the details on the official website of the district administration. The funds under SRE are constantly received by J&K government from Ministry of Home Affairs (MHA) from 1990 onwards. Under SRE from 1990 till March 2015, around Rs 7000 cr have been provided to J&K under Relief & Rehabilitation (RR) and expenditure on police. But the details about the expenditure are yet to be made public by various public authorities which includes Divisional Commissioner Kashmir/Jammu, Relief Commissioner (Migrants), DCs (except Poonch/Ramban). During the Governor's rule in January 2015, Governor N N Vohra had given direction to all the public authorities to make disclosure of all SRE . The order was issued by state's Home Department on the direction of Raj Bhavan when J&K state was put under Governor's rule. Last year, New Delhi-based RTI activist Venkatesh Nayak associated with Commonwealth Human Rights Initiative (CHRI) had sought details of SRE in J&K from Union Home Ministry. The details revealed that more than Rs 500 cr had been spent on SRE under various heads from 2012 onwards. The money was provided to Relief Commissioner Migrants, J&K Police, General Administration Department (GAD), Revenue Department, and Divisional Commissioners of Jammu/Srinagar under various head like relief for Kashmiri migrants including cash assistance, free ration, construction of two room tenements, ex-gratia relief, return and rehabilitation of migrants etc. As the huge money was pumped into J&K with no accountability, Venkatesh sought the intervention of J&K Governor Vohra. Venkatesh had urged upon the Governor to direct all the departments in J&K who are associated with disbursing SRE funds to make the details of beneficiaries etc proactively available as mandated under section 4 (1) (b) of J&K RTI Act 2009. Taking cognizance of Venkatesh's complaint, the Raj Bhavan had directed Principal Secretary Home to make sure the proactive disclosure of SRE is made by all the departments. Home department's communication Vide letter No: Home /12 /Acctts/2015/505 dated: 2/2/2015, the Director Finance Home department informed Venkatesh Nayak that all the heads of the departments in J&K have been asked to share the details of SRE. The letter reads: "All the heads of the departments have been requested to furnish the information regarding the details of beneficiaries under SRE funds for the last three years to you and also in future upload such details on departmental website". Another letter from Director Finance Home Department to DG Police reads: "I am directed to forward herewith a copy of communication GS-120(G) API/15/497 dated 24.1.2015 along with enclosures, addressed to the Principal Secretary to Government , Home Department from the Principal Secretary to Governor, J&K regarding above captioned subject (proactive disclosure of information about beneficiaries under SRE Police and R&R schemes), and request to provide the from last 3 years to the applicant besides upload the same on departmental website." J&K Police acted on this order only after more than four months, and last year the details were uploaded on JKP's official website. Other departments especially office of DCs in Kashmir valley and the Relief Commissioner Migrants which are the major beneficiaries of SRE funds continue to violate the orders of the Governor. |
