Child labour menace goes on unabated | | | M S Nazki Early Times Report
Poonch, Oct 20: The menace of child labour is assuming alarming proportions in Poonch districts due to the alleged poor implementation of child labour laws which prohibit employment of children up to 14 years of age. As the department concerned fails to implement the child labour laws, children below 14 can be seen working in restaurants, tea stalls, hotels and shops. Section 3 of the Child Labour and Prohibition Act (1986) clearly says that no child shall be employed or permitted to work in any occupation set forth in part 'A' of the schedule or in any of the workshops wherein any of the processes in part 'B' are carried on. "If any employer employs children to work as labourers in flagrant violation of the laid norms, he shall be punished with 3 months imprisonment which can be extended to one year as per the gravity of the offence committed by the employer coupled with a fine of Rs 10,000 to 20,000," official sources said."Children are the asset of a nation. That is why Article 39 of the Constitution imposes upon the state an obligation to ensure that the health and strength of workers, men and women and the tender age of the children are not abused and that citizens are not forced by economic necessary to enter avocations unsuited to their age or strength," the sources added. There are instances where children work because of financial constraints in their respective families. A legal expert said, "There is a need for the concerned authority to curb this menace before it's too late in the interest of society." |
