Is security scenario in J&K conducive for tourism & investors?

Is the security scenario in Jammu and Kashmir, particularly in the vale of Kashmir, conducive for the investors? Well there is a doubt because when the investors, during a recent meet in UP, assured Chief Minister Aditya Nath that they were ready to invest over Rs.4.28 lakh crores why cannot Chief Minister, Mehbooba Mufti, organize an investors meet in Srinagar or in Jammu? Mehbooba Mufti's hands are tied by the incident of militancy related violence. Besides this her hands are tied because of repeated ceasefire violations by the Pakistani troops. Hence the security scenario neither in the valley nor on the border belts is not conducive for investors to invest in the sector of industry which had the potential of resolving the problem of unemployment. Even for the tackling of energy crisis there were several big industrial houses in India ready to invest in building of power projects. Well under the Indus Water Treaty no major power project can be built on the rivers of Chenab,Indus and Jhelum without permission from Pakistan failing which Islamabad raises one objection or the other and it has sought help from the World Bank for setting up a committee of experts to look into the grievances of Pakistan against the Baglihar-II power project. Besides this after the investors invest in power generation projects the successive state Governments may seek help from the Centre for returning those power projects as is being done by the PDP led coalition Government. The PDP wants return of those projects built and run by the NHPC so that the power generated from these units is not shared with other states. This way holding of investors meet in Srinagar may prove impossible as long as militancy related violence continues. It is a major loss because Kashmir besides Jammu can provide raw material for different projects. And inability of the state Government to establish new industrial units in the state deprives job avenues for the educated youth who otherwise are wooed by militants on promise of pecuniary gains. Well some of the investors do find the security scenario in the region of Jammu not as disturbing as in Kashmir but in the past the successive state Governments have created one hurdle or the other for these investors who wanted to set up units in Jammu. It is a matter that has to be thought over by Mehbooba Mufti because she can reverse the mistakes of previous state Governments. And the investors want a favourable atmosphere for setting up their units which means clearance from a single window to all the requirements. Jammu and Kashmir has been always a consumer state and has been importing items from pins to foodgrains. As far as exports are concerned Jammu and Kahsmir has the potential of exporting fruit fresh and dry fruit besides rare spices. If new units are set up even in Jammu the state could increase its export and generate jobs for the educated youth. At one stage,that too before the advent of Pakistan sponsored insurgency, tourism would generate wealth to the tune of Rs.1500 crores. And those connected with tourism including hoteliers, houseboat owners,traders and transporters would get share from this economy. Well Mehbooba has taken the initiative after a long time and organized a meeting of those connected with tourist travel. In fact she has urged them to travel to India as ambassadors and motivate tourists on visiting Kashmir. Since 1990,when the valley witnessed slump in tourist arrivals the economy of the hoteliers, traders and transporters has been hit hard. But even those affected by the fall of tourism related wealth join militancy for sustained pecuniary help. And it is not right for the Chief Minister to believe that tourist traffic would hit a new mark even during the militancy related incidents. Tourists spent their valuable money on sojourn to Kashmir and they do not want to get either killed or inconvenienced by militancy related incidents. In such cases they either cut short their visit or cancel their reservations. In the last 30 years pilgrims traffic to Vaishno Devi and to Amarnath cave has remained sustained despite the fact that pilgrim tourist traffic to the holy cave of Amarnath has witnessed dwindling. It is heavy when the pilgrim traffic touches six lakh and it is below normal when the figure falls to three lakh. Therefore as long as Pakistan, separatists and their fellow travellers create tension tourist traffic would not improve leading to poverty in Kashmir.
