BJP led NDA could accept opposition demand conditionally

Yes the opposition has every right to disrupt proceedings of the Lok Sabha or the Rajya Sabha but there should be some limit to these disruptions. The budget session of the Parliament has been spent without any debate or any adoption of any bill though there were many pending before the two Houses. Most of the time was waste on the motion of no-confidence moved against Modi led Government. Neither the motion was tabled nor it was either dismissed or adopted leaving the fate of the NDA Government in a fix. Now with the Parliament's budget session to end the opposition has threatened to repeat its habit of disrupting proceedings of the two Houses. The Opposition parties have told the government that if it fails to address issues concerning Andhra Pradesh and Tamil Nadu, the monsoon session of Parliament - that usually begins in July - too may be washed out like the Budget session that concluded the other day. The Opposition has also advised the government that a two-week, special session of Parliament may be summoned to take up major pending Bills and issues of public concern, keeping in view the long interregnum before the monsoon session. The issues were discussed at a tea-meeting with Rajya Sabha Chairman M. Venkaiah Naidu. The Opposition members also lamented the total breakdown of communication among different sections of the House. The government was represented by Law Minister Ravi Shankar Prasad. The Rajya Sabha, in the second part of Budget session that began on March 5, was only able to pass a single Bill -Payment of Gratuity (Amendment) Bill, 2017. Earlier, in his closing remarks to the House before adjourning the proceedings of the Budget session sine die. Naidu raised questions on justification of the Upper House. He recalled the intense debates in the Constituent Assembly over the need for a second chamber, and said the Rajya Sabha should not end up being a "clog" [impediment] in the wheel of progress as many members of the Constituent Assembly had warned. Recalling that India's first Prime Minister Jawaharlal Nehru too had expressed similar fears when he said that a Second Chamber (Council of States) will check any forward tendencies of the Lower House and will be reactionary, Naidu said, "Are we making Nehru's worst fears come true? We should not - for the sake of our parliamentary democracy and the people. It is upto the Government to accept the opposition suggestion or reject it. The most proper way for the Government is to accept the opposition demand which may seem to be quite difficult for the NDA leaders to concede the opposition demand. It is on the plea that after a prolonged budget session the demand for a week long special session ,as is suggested by the opposition,may be productive or unproductive. What is the guarantee that the opposition will allow the two Houses to function as per the wi shes of the Government. ? The opposition cannot give any guarantee because it is still a divided opposition. Will the two Houses,if week ,long special session is held, fulfill the task assigned by the opposition? This is doubtful because of the mood of the opposition members to keep on raising their voices so as to register their presence.If the opposition lack unity and keep on adopting different approach to each bill the special session may prove. Purposeless. In fact all the opposition lead ers should give in writing that they will not stage protest demonstrations but take part in healthy debate. One each opposition leader gives in writing about their well behaviour the Government should hold a week, long special session to clear the pending bills.
