Govt celebrates National Panchayati Raj Day | Where are institutions? | | Early Times Report Jammu, Apr 24: Despite absence of Panchayati Raj institutions on ground in the State, Government has been celebrating National Panchayati Raj Day across State making mockery of this grass root level institution. Government has ostensibly demeaned the value of village bodies by not holding elections on time, not even present but previous dispensations also followed the same suit by deferring elections on one pretext and the other, which ultimately brought considerable slow down in development work of villages. Moreover the panchayats were deprived of central funding of crores of rupees given every year due to its non existence. Sources said that Government has never been serious to rejuvenate local bodies and announcement of holding elections was used as gimmickry by the dispensations. The gap between the last two General Elections to the Panchayats is the live examples of the government's intentions of being non serious to this important institution. Earlier, the elections were held in the year 2000-2001 after a gap of 23 years which completed its tenure in 2006 and then remained defunct till 2011 and later the elections were held in March 2011 and similarly the panchayats got expired after completing its tenure of five years but till date elections have not been conducted. Although the awareness camps are being organized by Department of Rural Development in Gram Sabhas to create awareness among the rural masses on the eve of National Panchayati Raj Day but aspirations of the people are being ignored by deferring much awaited elections, they said. They further informed that the present government had made several announcements in recently concluded budget session which was included package of Rs 4500 crores for a total of 4490 Panchayats i.e. Rs 1 crore for each Panchayat. Shockingly after initiation of process by the election department to finalize voter lists for Panchayat elections which has come out at around 57 laks electorates after completion of updating of electoral rolls and the date for holding elections was also announced for February 15, 2018 but due to unknowns reasons, the government deferred the process, they informed. |
