Health ministry gives B&JH project to PWD, violates 'codal formalities' | | | K Koushal Early Times Report Jammu, Apr 24: Violating a cabinet decision, the Health and Medical Department Jammu handed over construction work of 240-bed Bone and Joint Hospital (B&JH) to Public Works Department (PWD), when codal formalities demand such projects should be given to JKPCC. As per revised financial delegation for works to be allotted to JKPCC under cabinet decision no. 25 /05/2013, Commissioner Secretary Public Works Department (PWD) issued a circular in this regard which states that "All Civil works costing more than 700.00 lakh as against 100.00 lakh shall be allotted to J&K Project Construction Corporation (JKPCC) Ltd in respect of all government departments and government corporations. In case the JKPCC are not in a position to take up works for any reason the PWD will have the works executive by following all codal formalities". If sources are to be believed, officials of JKPCC have intimated to the Health Department that it is a big project and should be handed over to them, but the concerned officials turned deaf ear to their request. Minister for Health & Medical Education, Bali Bhagat laid foundation of 240-bed exclusive Bone & Joint Hospital (B&JH) on April 22. This B&JH will be established at an estimated cost of Rs. 40.45 crore at the available land adjoining to Government Chest Diseases Hospital near Government Medical College, Jammu. The project comprises four-storey building (ground plus three) with total plinth area 10,195M and likely to be completed within a period of two years by the PWD (R&B), which is the executing agency. |
