Corruption, non-utilisation of funds in RDD cost Khan his Cabinet berth | | | Early Times Report SRINAGAR, May 1: The allegations of corruption and non-utilisation of funds in the Rural Development Department led to the ouster of Abdul Haq Khan from the cabinet of Mehbooba Mufti. Khan along with two BJP ministers was dropped on Monday in a major reshuffle in the coalition government. However, insiders divulge that his failure to curb corruption and non-utilisation of funds in the Rural Development Department led to his ouster from the Council of Ministers. Sources said that Khan was communicated on Sunday that he will be dropped from the cabinet. "The union government is not happy with the performance of the Rural Development Department. The Chief Minister was also informed about that," sources said. "There were allegations of corruption and Khan had not taken measures to check that," sources said. The official said hundreds of crores of funds got lapsed as the Rural Development Department failed to spend the funds by the end of last fiscal. The Rural Development Department had cautioned the officials against slackness and urged them to use the funds released well in time. The official said it has surfaced that several officials in the Rural Development Department Kashmir have purchased construction material on their own, without the consent from the DLPC. Similarly, Jammu and Kashmir has performed poorly in implementing the Prime Minister's sanitation scheme for rural areas in the last three years in the state. The Union Ministry of Drinking Water and Sanitation has found J&K one among the worst performing states in India in implementation of the Swachh Bharat Mission for rural in the last three years. As per the figures of the Union Ministry of Drinking Water and Sanitation, J&K's cumulative performance under individual household latrine (IHHL) in rural areas was 23.01 and 27.31 percent during 2014-2015 and 2015-2016, respectively. During 2016-2017, the J&K cumulative performance was around 33 percent, ahead of only one state and union territory, Bihar and Daman and Diu. Under open defecation free (ODF), J&K performance was measured at 1.58 percent in 2016-2017. An official of the Rural Development Department, said that there was delay in releasing of payments for the implementation of Swachh Bharat Mission in Jammu and Kashmir. "But all these wrong doings led to ouster of Khan," he said. |
