Early Times Report
SRINAGAR, May 21: The Agriculture Production Department (APD) is following the footsteps of most of the government departments in Jammu & Kashmir since it has failed to update its official website over a long period of time.
This is despite the fact that the department has appointed a person in this regard. The official appointed for the same seems to be busy in other activities and as such the purpose of his appointment has not been met.
More than two weeks back a reshuffle was carried out in the state cabinet. By virtue of this exercise portfolios as well as departments with respect to many ministers were changed. However, the changes have not reached the APD as yet and given the lackadaisical attitude of the people at helm it may take ages for the same to happen.
The official website of APD shows that Ghulam Nabi Lone (Hanjura) is the minister of agriculture. This is despite the fact that Mohammad Khalil Bandh was given the charge of agriculture ministry following his induction in the state cabinet on May 6. For information Hanjura is the minister of revenue at present.
According to the APD website, Sunil Kumar Sharma continues to be Minister of State for Agriculture. Sharma was handed over the charge of ministry of Power Development Department in the latest cabinet reshuffle. Ajay Nanda is the new MoS Agriculture of Jammu & Kashmir, but this development is yet to reach the APD higher ups.
Mohammad Afzal Bhat retired as Commissioner Secretary, Agriculture Production Department on March 31, 2018 but he continues to hold his chair according to the official website of APD. Similarly, Showkat Ahmad Beigh superannuated as Secretary, Agriculture Production Department on April 30, 2018 but according to APD website he continues to be the Secretary.
The laidback attitude in updating the official website of APD is uncalled for since an official has been entrusted with the responsibility of updating the same. An official order in this regard was issued on May 11, 2018 but the same has not been implemented in letter and spirit.
"In the interest of administration it is hereby ordered that Fayaz Ahmad Rather, working in the personal section of the Director Finance, Agriculture Production Department, shall work as web in-charge of Agriculture Production Department and shall regularly maintain, update and upload all government orders/circulars/notifications and other connected material on the official website of the department, viz (www.jkapd.nic.in) including computerization of Personnel Information System, (JKCPIS) and bio-metric attendance for daily updation," reads office order 22-Agri of 2018 issued by Under Secretary, APD dated 11-05-2018.
Although, the order was issued some 10 days back but the implementation part is missing on the ground. It is due to this fact that the official website of APD is full of errors and mistakes. It remains to be seen how many days or weeks it will take for the department to make the necessary corrections.
