Axe likely to fall on 'deadwood' officials

srinagar, June 20: On the directions of Governor N N Vohra, a major reshuffle in upper and middle rung administration is going to take place soon to make the government more effective.
Sources said the General Administration Department is likely to be directed to prepare a list of officials whose work has not remained up to the mark.
"These are some bureaucrats who had not qualified IAS or KAS but are holding secretary-level posts due to political interference. Axe is likely to fall on such non-performing bureaucrats," a source told Early Times.
The source said that Governor Office is also well aware about such bureaucrats. "There will be a major reshuffle in the administration very soon. A lot of secretaries, DCs and directors will be transferred. The officers who are efficient will be given prime postings," the source said.
"These all steps will be taken on the directives of Governor," he said.
Sources said the GAD will prepare the list of directors and deputy directors who would be transferred in the coming days. "Once the list is prepared, it will be forwarded to the Raj Bhawan before the GAD issues orders in this regard," an official of GAD said. "It will take us few more days to compile the list."
He said the major reshuffle in the lower rung bureaucracy is also aimed to make the state administration transparent and accountable.
"Governor has directed the authorities to compile the list so that upright officers are given key assignments," the official said.
The idea behind the reshuffle is to make the middle-rung administration more efficient and responsive to the people so that concrete steps would be taken towards the development.
Sources said Governor has also sought tenure details of these officials, as he will also going through their records before making their transfer.
The Governor has directed that the GAD should energise the vigilance framework in the state to ensure transparent and responsive public service delivery and has asked the Chief Secretary to issue circular directions to all the administrative secretaries to personally review all pending vigilance matters in the respective departments and a consolidated report submitted to the Governor on fortnightly basis. Governor also directed that decision in all cases pending for sanction of prosecution in various departments should be expedited following which a report was also submitted to his office, sources added.
