Akbar Lone spends CDF in full, surprises colleagues

SRINAGAR, June 21: National Conference legislator from Sonawari constituency, Mohammad Akbar Lone, is set to bag the 'smart legislator' award this year.
Lone, who often hogs headlines for wrong reasons, has this time done a wonder. Among the 87 members of J&K Assembly, Lone is the only MLA who has managed to spend the constituency development fund (CDF) in full this year.
The information submitted by District Development Commissioner Bandipora to Principal Secretary Planning and Monitoring Department reveals that Lone has left Rs 0.00 unspent while as Congress MLA Usman Majeed has spent just Rs 10 thousand out of Rs 3 crore which every legislator gets as CDF for carrying out developmental activities in his/her constituency.
Lone has spent Rs 3 cr on developmental activities in his constituency. Lone's feat is set to surprise his colleagues as well his rivals who failed to even spend half of the allocated amount during these months.
"We are securitizing the information which we received from the District Development Commissioners. Most of the lawmakers have left the CDF amount unspent," an official posted in the Civil Secretariat told Early Times.
Lone, a senior National Conference leader, former minister and onetime speaker of the Legislative Assembly, had shouted 'Pakistan Zindabad' slogans on the floor of the House, against the backdrop of a terrorist attack in which two soldiers were killed and five civilians injured. Lone's act was widely condemned. Videos, in which he can be seen abusing PDP leader late Molvi Iftikhar Ansari and Muzaffar Hussain Baig continue to do rounds on the social media.
Last year, the PDP-BJP government had doubled the CDF of lawmakers by raising it from Rs 1.5 cr to Rs 3 cr.
Reports suggest that enhancement of CDF limit has put an additional burden of Rs 187 cr on the state exchequer annually.
However, there were widespread allegations against lawmakers that they violate the norms while spending the CDF amount.
"Lawmakers resort to favouritism while spending this huge CDF amount. They also go against the guidelines and spend this amount on communal lines," it's alleged.
