Majority of DCs fail to act upon Guv's 3 yr old order | Security Related Expenditure (SRE) | | Early Times Report Srinagar, June 22: More than 3 years have elapsed since Governor NN Vohra directed to make voluntary disclosure of Security Related Expenditure (SRE), but till date majority of the Deputy Commissioners (DCs) have failed to act upon the said orders. DC Poonch was the first officer to make voluntary disclosure of Security Related Expenditure (SRE) in the district 3 years back, after that the Deputy Commissioner Ramban had also proactively disclosed the SRE details of his district with effect from 2012 to 2014, but after Governors rule ended almost 3 years back the DCs failed to submit the details. Pertinent to mention that on the direction of Divisional Commissioner Jammu, the Deputy Commissioner (DC) Poonch had voluntarily disclosed the details about Security Related Expenditure (SRE) on the official website of Poonch district administration. The funds under SRE are constantly received by J&K Government from Ministry of Home Affairs (MHA) from the year 1990 onwards. Under SRE from 1990 till 2015 March around 7000 crores have been provided to J&K Government under Relief & Rehabilitation (RR) and expenditure on Police, but the details about the expenditure are yet to be made public by the various public authorities which includes Divisional Commissioner Kashmir / Jammu, Relief Commissioner (Migrants) , Deputy Commissioners (except DC Ramban / Poonch) As reported already during the Governors rule in January 2015 Governor N N Vohra had given direction to all the public authorities to make disclosure of all the security related expenditure details (SRE). The order was issued by State's Home Department on the direction of Raj Bhavan when J&K state was put under Governors rule. New Delhi based RTI activist Venkatesh Nayak associated with Commonwealth Human Rights Initiative (CHRI) had sought details of Security Related Expenditure (SRE) in Jammu & Kashmir from Union Home Ministry last year. The details revealed that more than 500 crores had been spent on SRE under various heads from 2012 onwards in Jammu & Kashmir. As the huge money was pumped into J&K with no accountability , Venkatesh sought the intervention of J&K Governor N N Vohra and wrote to him on 19/1/2015. Venkatesh had urged upon the Governor to direct all the departments in J&K who are associated with disbursing SRE funds to make the details of beneficiaries etc proactively available as mandated under section 4 (1) (b) of J&K RTI Act 2009. Taking cognizance of Venkatesh's complaint, the Raj Bhawan had directed Principal Secretary Home to make sure the proactive disclosure of Security Related Expenditure (SRE) is made by all the departments. The Director Finance Home department informed Venkatesh Nayak Vide letter No: Home /12 / Acctts/2015/505 dated: 2/2/2015 ,that all the heads of the departments in J&K have been asked to share the details of SRE . J&K Police acted on this order only after more than four months and last year the details were uploaded on JKP's official website. While as other departments especially DC's in Kashmir valley and the Relief Commissioner Migrants which are the major beneficiaries of SRE funds continue to violate the orders of the Governor. |
