T.W.A. urged Governor, Advisor to exempt Primary/Middle schools from biometric attendance | | | Early Times Report JAMMU, July 4: Teacher's Welfare Association urged Governor, Mr. N.N.Vohra and Advisor to Governor, Mr Khurshid Ahmed Ganai to exempt Primary/Middle Schools to install biometric attendance system for the time being due to paucity of funds in SSA. Explaining the problem in installing B.A.S. in Primary/Middle out of SSA funds at once as per the order issued by the Education department is not feasible as the grants issued by the SSA for school development/TLM last year has been utilised by almost all the schools and the Utilisation Certificate has already been submitted to their respective ZEOs and the position of other school funds are also not very sound because no fund has been charged by the girl student last year, with the result, there is not enough and adequate funds in the school's account. T.W.A. urges the administration to allow Primary/Middle schools for the time being to send their attendance on whatsapp to their respective ZEOs as was the practice in the past and respective ZEOs send them collectively to the higher authorities till the sufficient funds are released by SSA for purchase of the same. T.W.A also brings into fore the fact that many Primary/Middle schools in J&K state are at far off and inaccessible areas where the internet connectivity is very low and to adhere to the guidelines will be a herculean task for the staff of these schools. Keeping in view the ground realities and financial modalities, it is impressed upon His Excellency and Advisor, Mr K.A. Ganai to exempt these Primary/Middle schools for the time being till the grant of SSA is released. |
