In Guv rule, Rural Waste Mgmt becomes a reality | After 4 yrs wait SBM-G projects to be executed | | Early Times Report
Jammu, Dec 17: After a long wait of more than 4 years, solid and liquid waste management in rural areas becomes a reality in Governor’s rule. The Directorate of Rural Sanitation (DRS) which is also the nodal agency for Swachh Bharat Mission Grameen (SBM-G) has finally decided to execute Solid & Liquid Waste Management (SLWM) projects in rural areas of J&K state. Early Times has been on the forefront of highlighting this issue from last 3 years. DRS has already invited Expression of Interest (EoI) in this regard and very soon some projects would be executed in selected panchayats of the state. As already reported J&K Government has decided to empower Directorate of Rural Sanitation (RDS) which is also looking after Swachh Bharat Mission Grameen (SBM-G) in J&K under name and style of Mission Directorate SBM Grameen. Government is now mulling to empower Department of Rural Sanitation which has remained almost defunct since it was created around 30 years back. Solid and Liquid Waste Management (SLWM) is an essential component of SBM Grameen but previous Government was only interested in construction of lavatories & not even a single SLWM project was taken up in J&K. After completing the target of construction of lavatories across J&K Govt is fully focused on Solid Liquid Waste Management, Chief Secretary had informed recently during a meeting / presentation on waste management where the Rural Waste Management was discussed in detail between Chief Secretary BVR Subramanyam and members of Environmental Policy Group (EPG). Sources say that credit of initiating work on rural waste management goes to the newly posted Director Rural Sanitation Department Indu Kanwal Chib who is also the Mission Director SBM Grameen J&K. The officer is fully involved in execution of solid waste work and implementation of Gobar Dhan scheme. As reported already J&K Government had failed to tap a huge amount of Rs 650 crores for Solid Waste Management work across rural areas J&K as not even a single DPR was prepared under SBM Grameen. More than 4 years have passed since SBM Gramin was launched throughout the country including J&K, but the focus of J&K Government has been on construction of lavatories with the result another component of solid liquid waste management (SLWM) suffered a big jolt and state was not able to get a huge grant. Pertinently Governor Administration also kept Rs 6 crores available for Rural Waste Management during its recent budget for which formal announcement was made recently. This is in addition to the budget available for Panchayats and funds already available under SBM Grameen. |
