It happens only in JK | Sub District Hospitals upgraded to District Hospitals in 2006 orders of appointment of staff issued 12 years later | | Jehangir Rashid Early Times Report SRINAGAR, Dec 17: It has taken more than 12 years for the people at helm to order for the appointment or posting of staff at the health institutions which were upgraded to the level of district hospitals. The State Administrative Council (SAC) led by Governor Satya Pal Malik on Friday last accorded sanction to the creation of 158 posts of various categories for the up-gradation of five Sub District Hospitals (SDHs) to the level of District Hospitals. Out of the 158 posts 27 posts were created for SDH Ganderbal, 23 for SDH Bandipora, 34 for SDH Samba, 35 for SDH Reasi and 39 for SDH Shopian. An official spokesman said that with up-gradation of these SDHs to the level of District Hospitals, healthcare facilities at Samba, Reasi, Bandipora, Ganderbal and Shopian will be further strengthened. The SAC announcement is somewhat perplexing since the SDHs of these districts were upgraded to the level of District Hospitals in 2006. But the successive state governments failed to take the subsequent measures and as such the requisite staff was not put in place in these health institutions. In 2006 when districts like Bandipora, Ganderbal, Kulgam, Shopian, Kishtwar, Ramban, Reasi and Samba came up it was decided that the SDHs of these places would be upgraded to the higher level that is district hospitals. Since that time the health administrators could not do the needful with people being forced to feel the heat. "In most of the newly created districts the required staff was not put in place and as such the people were forced to suffer. In the absence of requisite staff the patients were forced to visit the hospitals located in the other districts. As such the motive behind the up gradation of SDHs to DHs was lost," said sources. Sources said that SAC should also look into the staff strength of the SDHs located in the other districts that were created more than 12 years back. They said that deficiency of staff has defeated the purpose of setting up the district hospitals with the promise that quality health care would be available to people at the doorstep. "Over the years it has been observed that there is deficiency of staff in the hospitals located at the different district headquarters of the state. It is important to get the facts checked about this issue so that the corrective measures are taken at the earliest. Once this is done then people would heave a sigh of relief," said sources. Sources said that the doctors who have been attached at the capital cities of Jammu & Kashmir should be immediately detached and sent to their actual places of posting. This they said would improve the health scenario in the different districts, towns and far off areas of the state. |
