Misuse of HDF funds in Gurez block
DHSK yet to initiate action against culprits

Srinagar, Feb 3: The Directorate of Health Services Kashmir (DHSK) is yet to initiate departmental action against the officials who have allegedly misused the Hospital Development Funds (HDF) in the Gurez health block in Bandipora district.
In order to hide the misdeeds, the concerned Block Medical Officer (BMO) with an aim of evading RTI appeal hearing beforethe Director had continuously remained absent during the appeal hearings . The Director Health Services Kashmir (DHSK) had issued a notice against the BMO directing to explain her position. It is alleged that health block Gurez is marred by corruption and mismanagement of funds under HDF.
As reported by Early Times in October last year information under J&K RTI Act 2009 was sought by one Dr Mushtaq Ahmad Khan a known RTI Activist from Srinagar from the BMO Gurez. Information seeker sought details of revenue generated by health block Gurez and funds spent on Hospital Development Fund (HDF).
The first appeal was listed before DHSK on Oct 9, and the on Oct 25, but BMO remained absent on both dates. The Director Health Services Kashmir (DHSK) finally issued a notice directing the BMO to explain her position.
Information seeker had infact lauded the role of Director Dr Kunzes Dolma, but the officials in the directorate were trying to shield the officials involved in HDF scandal as directorate had got full details of the HDF utilization in Gurez from last 5 years. The report clearly indicated that there was huge bungling during utilization of HDF.
Early Times had already exposed a similar scam in Khansahib Health Block but till date no action has been taken against the involved officers inspite of assurance by Deputy Commissioner Budgam last year to probe it when a delegation of aggrieved girls had gone to meet her.
"Governor and his advisor K Vijay Kumar should get the HDF matter inquired and investigated through Anti Corruption Bureau (ACB) across J&K especially in Gurez , Pulwama , Chadoora, Qaimoo, and Baramulla blocks. We want to know what action has been taken against officials in Gurez block by DHSK as they had been probing this matter. Let the report be made public" said Mushtaq Ahmad an RTI activist from Bandipora.
