Revenue deptt denies info of fake PRC holders, 2 RTIs go in vain | | | Early Times Report Jammu, Feb 2: The department of Revenue, Relief and Rehabilitation has repeatedly been denying information of fake Permanent Resident Certificate (PRC) holders by providing irrelevant or no information in response to RTI applications. The denial of the department points towards hidden pressure from the influential lobby of fake PRC holders, in view of the list published by Early Times titled, "Top guns hold fake PRCs", published on 26/7/2015 giving names of 130 fake PRC holders, the list which was forwarded by State Subject Commission. Two RTI applications were filed by a correspondent of Early Times to the Revenue department about the fake PRC holders but so far no information was provided. One RTI application was filed in the beginning of 2018 with several questions such as names of all fake PRC holders, lists forwarded by Jammu and Kashmir State Subject Commission (JKSSC) from time to time, action taken by department on recommendations of JKSSC, details of fake PRC holders whose details were sought by JK Legislative Assembly or Legislative Council beside others. Strangely, the RTI application was forwarded to Commissioner Secretary' office at Civil Secretariat but strangely the PIO forwarded the RTI to all the tehsildars, Deputy Commissioners across the state. None of the tehsildar or DC office gave any detail of the fake PRC holders as fake PRC cases were dealt by JKSSC but department gave no detail about JKSCC's functioning and recommendations. Moreover, it was the JKSCC which was mandated to forwarded the cases of fake PRC holders and the information about JKSCC could only be with Revenue department and not with DCs or Tehsildars but the PIO shrugged off the responsibility by manipulating the application. After getting irrelevant information, another RTI application was filed in the 20th October 2018, in which specific questions regarding JKSSC were asked to the PIO of Revenue department. The replies sought in the RTI against the questions such as status of JKSSC, its chairman, location of office of JKSSC, cases of fake PRC came before JKSSC, any investigation conducted by JKSSC, list of fake PRC holders forwarded by Commission for cancellation. After three months of filing the second RTI application, so far there was no response to the RTI application. It appears that some influential people, who were named in the fake PRC list have been manipulating the records and had pressurized the then government to cancel their PRCs and now they have been pressurizing the department to deny information about the status of fake PRC holders. |
