NHPC fails to provide documents to Govt

Jammu, Feb 3: Giving a major dent to government decision on retrieving power projects from the NHPC, the corporation denied the copies of Memorandum of Understanding (MoU) that took place between NHPC and Jammu and Kashmir government on 390 MW Dool Hasti Power Project (DHPP) Kishtwar despite repeated pleas from JK Legislative Council as well as from JK Legislative Assembly.
As per the details available with ET, Ministry of Power Development Department headed by former Deputy Chief Minister Dr. Nirmal Singh had stated in the LC that there was no MoU available with the state government on the terms and conditions under which Dool-Hasti power project was executed by the NHPC.
It was further stated that in 2011, a cabinet Sub Committee (CSC) was to look into various issues arising from the terms and conditions of entrustment of Hydroelectric projects to the NHPC in the State, but the committee too could not find any MOU under which the said Power project was entrusted to NHPC for execution.
As per Dy. CM, when the report of the CSC was submitted to the cabinet, it was observed that most important document which will determine financial implications and responsibilities of various stakeholders I.e. State Government, Central Government and NHPC was the MOU which is not available on the record.
The CSC pointed out that misplacement of record pertaining to an important cabinet decision is a serious matter and it recommends that a Task Force of senor officers of the state be constituted to look into the circumstances leading to the misplacement of these records and to fix responsibility for lapses adding that the matter is being pursued with the ministry of power, Government of India and NHPC, but even after several years, the NHPC too failed to provide the copy of the agreement. However the committee did not fix the responsibility on anyone as the files were found missing from Power Department, GAD and Governor office.
MLC Fordous Tak had demanded the details vide C.Q. No. 237 dated 24-03-2015 and C.Q. No. 208 dated 7-10-2015, but every time, the government assured him that reply will be provided to him at an earliest possible time.
In its reply, the government stated that NHPC spent 6.28 Crore on account of local area development as per Corporate CSR&SD Policy and MoU thereof signed with Ministry of Power GOI till April 2017, beside also stated that NHPC had paid approximately Rs. 1197 Cr to state government since 390 MW Dool-Hasti Project started commercial operation on 07-07-2007 which is 12% free power royalty-that too till April 2017 and if the total figure on record were calculated, NPHC earned Rs. 9650 Cr from Dool-Hasti project in 11 years, while state got peanut share of Rs. 1317 Cr only till April 2018.
Even though the successive government assured tough action against NHPC over the issue, but nothing has been done till date to find the missing documents or any action initiated against NHPC for their failure in submitting the said documents.
