Against 20 mandatory meetings, 5 held in 5 yrs | Council takes agri research half-heartedly | | Early Times Report Jammu, May 7: The Research Council, which is responsible to oversee the research programme in various stream of agriculture sciences with sole objective of providing guidance to the researchers and for that it had to meet in regular period of time but showing pathetic attitude towards this aspect it met only five times against 20 in last five years. Sources told Early Times that according to the University Act, the Research Council comprising 14 external members belonging to Agriculture Department, Forests department, and two eminent scientists from outside and internal members of the Agriculture University was to oversee research programmes relating to agriculture, animal husbandry and allied sciences carried out in the University and was to meet at least once in every quarter. But it was found that against 20 mandatory meetings, the Research Council had only five meetings during 2011 to 2015. This affected the level of supervision and guidance of the research activities. They further said that one of the objectives of the Agriculture University was to conduct research in agriculture and allied branches of learning to meet farmer's needs. The University had to carry out agricultural extension educational activities in the State to inform and demonstrate to the farmers the findings of research on improved practices for improving rural living and increasing agricultural production. "As a result of agricultural research, the University develops breeder seeds/ hybrids, as per demand of line departments like Departments of Agriculture and Horticulture and the University Varietal Evaluation Committee evaluates the new breeder seed/ hybrids and recommends them for notification," they said. They further informed that the State Seed Sub Committee (SSSC) forwarded the cases to the Central Seed Commission (CSC) in the Union Ministry of Agriculture which notifies the breeder seed/hybrid in the Government gazette. Thereafter, SKUAST releases cultivators guide, registers (Under Protection of Plant Varieties and Farmers Rights (PPVFR) Act, 2001) patents of the new varieties and maintains the database thereof. |
