As Wildlife, PCB fail to obey NGT's orders, CS forms committee | | | Early Times Report SRINAGAR, July 27: J&K's Chief Secretary BVR Subramanhyam while taking serious notice of non-seriousness of officers towards notices and orders of National Green Tribunal (NGT) on Friday constituted a high level state apex committee that would oversee the orders issued by NGT vis a vis solid waste management, illegal encroachment of wetlands, and water and air pollution in J&K. Details available with Early Times reveal that Chief Secretary has constituted a state level apex committee headed by him that has several members which includes Administrative Secretaries of Health and Medical Education department, Housing and Urban Development department, Transport department and department of Forests, Ecology and Environment, and Divisional Commissioners of Jammu, Kashmir and Ladak. Besides, Chairman, J&K State Pollution Control Board, had been appointed as the member secretary. "The committee has also been authorized to co-opt any member(s) or expert(s) and it shall meet at least once a month," the order states. As reported already by Early Times on July 24, government organisations like JK Wildlife Protection Department and State Pollution Control Board (PCB) had miserable failed to file a report to NGT in time with the result a public interest petition on wetland encroachments in Kashmir that was listed on July 22nd got delayed by 2 months. Sources say that matter has been viewed very seriously by government. In past also NGT orders have not been implemented properly which was viewed seriously by NGT as well during many case hearings. Case titled Dr Raja Muzaffar Bhat v/s State of J&K and others regarding encroachment of three wetlands in Kashmir was listed before the NGT on July 22. The petition was filed before NGT early this year and was listed in April before the Principal bench headed by Chairman NGT Justice A K Goel. The tribunal had issued notice to J&K Government asking them to file their response within 2 months. As NGT did not receive the response in time the case hearing was delayed by two months. Now the case is listed on September 4. The petition asking for restoration and protection of Hokersar , Wullar & Pampore wetlands was filed before the NGT in March this year which had directed State Pollution Control Board, J&K Wildlife Protection Department and district administration of Bandipora, Srinagar, Budgam and Pulwama for submitting a detailed report within 2 months from the pronouncement of order. But these authorities failed to submit the report in time and that delayed the case. The petition was listed before the three member principal bench of NGT headed by Justice A K Goel on April 10, 2019. The petitioner through his counsel Rahul Chowdhary argued that Municipal Committee Bandipora was dumping all the municipal solid waste in the Wullar lake by creating a garbage dump site at Zalwan Nussu village. In addition to it issue related to two other wetlands Hokersar and Pampore (Krechu Chanhara) was also raised. NGT had sought a detailed report from J&K Pollution Control Board , Wildlife Protection Department and DCs of Srinagar, Pulwama, Bandipora, Budgam within two months. |
